국어 교육 정책의 지향과 과제

Intention and Theme of Korean Language Education Policy : In case of curricular policies

본 연구는 국어 교육 정책 중에서 교육과정 정책에 한정하여 정책 지향과 과제를 논하였다. 정책 지향은 변화 요구에 대한 선제적 대응 차원에서, 정책 과제는 교육과정 정책이 국어 교육의 질적 변환을 위한 기본 계획과 관련되어 있다는 점을 고려하여 제시하였다. 정책 결정의 결과라는 관점에서 국가가 고시하는 교육과정은 정책의 의제 형성·결정·집행(실행)·평가의 정책 과정의 절차적 정당성과 합리성을 확보하기 위한 방안이 필요하다고 보았다. 또한 국어 교육 정책은 국어 교육의 계획·실행·성과 평가의 전 과정으로 확대되어야 하고, 그 대상은 교수·학습, 평가, 교재(교과서), 교사까지 확장해 가야 한다는 점을 강조하였다.

This study has discussed the policy inclination and theme limited to curricular policies among Korean language education policies. The policy inclination was presented from a head start correspondence level toward the demand of change and the policy theme was presented considering the fact that curricular policies are related to the basic plan for qualitative change of Korean language education. From a standpoint called the result of policy decision making, the curriculum proclaimed by the state was in need of a plan to secure procedural justification and rationality in policy making process of forming agenda·decision making·execution(performance)·evaluation. Also, the Korean language education policy has to be extended to entire process of planning·execution·performance evaluation in the Korean language education and emphasized the fact that its subjects must keep on being extended to teaching·learning, evaluation, teaching material (textbook) and teacher.
