본 연구의 목적은 중증지체 장애대학생을 위한 활동보조지원의 문제점과 이에 대한 장애학생들의 요구와 학교 당국의 대응을 살펴보고, 활동보조지원의 방향성을 제시하는 데 있다. 이를 위해 D대학을 연구현장으로 선정하여 2007년 2월부터 2008년 8월까지 참여관찰을 실시하였으며, 중증지체장애학생 6명, 비장애학생, 장애학생지원 담당자 2명을 대상으로 심층면담을 실시하였다. 연구 결과, 첫째 D대학의 활동보조지원은 2007년 상반기까지는 자원봉사에 가까운 형태로 이루어지고 있었으며 이와 같은 형태의 활동보조지원은 장애학생의 선택권을 방훼하고 기본적인 욕구를 억제하게 만들고 있었다. 둘째, D대학의 장애학생들은 기숙사 상근도우미 배치 등 활동보조지원에 대한 요구를 지속적으로 제기하였으나, 학교 당국은 미온적인 태도를 보였을 뿐만 아니라, 형식적인 기숙사 상근도우미 제도를 통해 장애학생들의 요구를 무마하려고 하였다. 이와 같은 학교 당국의 대응은 중증지체장애학생의 대학생활에 상당한 불편을 야기하고 있었으나, 대학 장애학생 복지지원 실태 평가에서는 이와 같은 문제점들이 제대로 드러나지 않은 것으로 나타났다. 셋째, D대학은 현재 활동보조도우미제도를 신설하고 지역사회의 활동보조인 파견서비스와 연계를 실시하는 등 ㅇ활동보조지원을 강화하고 있으나, 활동보조의 범위와 활동보조 자체의 어려움으로 인해 향후 많은 과제를 안고 있는 것으로 나타났다. 또한 중증지체 장애학생과 활동보조도우미 간의 수평적인 관계 형성을 위해서 활동보조도우미의 희생을 요구하지 않는 제도적인 보완과 아울러 중증지체장애학생의 신체적 특성을 고려한 환경 구축이 더욱 강화되어야 할 것이다.
The purpose of this study is to find out Personal Assistance Supports for Students with Severe Physical Disabilities in D-University. To establish this purpose, writer used three methods; observation, analyzing record and interview. The writter observed and interviewed all 6 subjects with disabilities in D-University from February 2007 to August 2008. The results were follows; First, The Personal Assistant Support is performed likely to volunteer. This support distributed right of choice for disabilities and made inhibited their needs. Second, although Students with Severe Physical Disabilities required for Personal Assistance Support many time, D-University didn't accept that because the Minister of Education didn't support. Third, D-University is reinforcing Personal Assistance Support system which made Personal Assistant helper system and did exercise link with personal assistance service in community. But there are some problems as range and problems of structure of Personal Assistant Support. And there will have to achieve complement of system without sacrifice of Personal Assistant helps for equality connection Severe Physical Disabilities and Personal Assistant helpers.
