Understanding of Written and Spoken Language Style Policy

이 논문은 행정학이나 정책학적 관점에서 국어 정책을 논하고 있다. 이 논문은 먼저 한국어를 보는 관점과 주변 환경의 흐름을 살펴보고 서로 모순되는 현상을 지적하였다. 이어서 언어 정책은 그 가치관에 차이가 있는데서 문제가 된다고 주장하고, 이제까지의 국어 정책과는 다른 정책의 존립 이유를 세계화 현상에서 찾고 있는데 여기서 언어 주권의 문제가 대두된다고 주장하였다. 특히 다문화 사회의 전개는 언어장벽과 그 장벽을 낮추기 위한 언어 복지의 필요성을 제기하였다. 이어서 논의할 내용은 ‘어떤 정책을’, ‘누가’, ‘어떻게’, ‘왜’ ‘어디서’ 결정하고 관리하고 집행하느냐 하는 문제이다. 여기서 ‘어떤 정책’이란 국어(언어)를 말하고 ‘어떻게’ 형성하느냐의 의미는 국가가 국어의 바람직한 방향이 있다고 보고 정책을 세우느냐(국가개입주의), 그렇지 않느냐(방임주의)의 관점에서 말하는 것이며 ‘왜’ 형성하고 관리하는가 하는 것은 정책 의제 설정과 정책 결정을 말하며 ‘어디서’ 관리하고 집행하느냐 하는 물음에 대한 답은 행정부를 말한다. 국가개입주의와 방임주의를 고찰할 때에 프랑스의 언어 정책을 개입주의의 대표로, 영어의 언어 정책을 방임주의의 대표로 하여 살펴본다. 그 다음으로 누가 국어 정책을 결정하느냐 하는 관점에서는 두 측면에서 논의가 되는데, 첫째 엘리트주의와 다원주의를 살펴보고자 한다. 이어서 위로부터의 방식과 아래로부터의 방식을 논하는데, 우리의 경우 앞에 것에 기초하였기 때문에 생긴 문제점을 지적하고 방향을 바꾸는 문제를 의논한다. 그 방향은 지난날 획일화된 표준화에서 벗어나 질서 있는 다원주의로의 길이라고 주장한다. 이 글의 의도는 국어 정책이 국어학자나 언어학자들이 주장하는 범위를 넘어, 학문으로서의 국어 정책을 중심으로 짚어 보려는 것이다.

This thesis discusses the Korean language policy from the standpoint of public administration or policy. This thesis has first examined the standpoint of looking at the Korean language and trend of surroundings to point out the contradicting situations. Subsequently, it has insisted that the language policy becomes a problem from having differences in its sense of values and while the reason for existence of policy which is different from the Korean language policy until now is being found from the state of globalization, the problem of language sovereignty being raised was insisted here. Especially, the development of multicultural society has raised the necessity of language barrier and language welfare to lower that barrier. The subject matter to be discussed next is an issue of what policies would be determined, managed and executed 'by whom', 'how', 'why' and 'where'. Here 'what policy' stands for Korean (language), 'how' it is formed speaks from the standpoint of whether to set the policy (state interference) or not (noninterference) after the state considers that there is desirable objective of Korean language, 'why' it is formed and managed speaks of setting policy agenda and decision making and the answer on the question of 'where' to manage and execute speaks of the administration. While considering state interference and noninterference, let's examine language policy of France as representation of interference and language policy of English as representation of noninterference. Next, while the standpoint of who makes decisions on Korean language policy is discussed from two aspects, we are trying to examine elitism and pluralism. Next, while the method from top and method from bottom are discussed, we will point out the problems appeared because they are based on previous things and the issue of changing the objective. Such objective is insisted as an orderly path toward pluralism escaping from the unified standardization of the past. the intention of this essay is to point out the Korean language policy as academics going beyond the limits insisted by Korean language scholars or linguists.
