도서·벽지교육진흥법에 의해 지정된 도서·벽지 지역의 변화에 관한 연구

A Study on the Changes of Remote Regions Designated by the Enactment of Island and Remote Rural Area Education Promotion Law

본 연구는 두 가지 목적으로 진행되었다. 첫째 도서·벽지교육진흥법에 의해 지정된 도서·벽지라는 지표를 통해, 우리나라 도서·벽지 지역의 시기별 변화를 살펴보는 일종의 지역연구를 시도하였다. 1985년부터 2007년까지 도서·벽지 지역의 변화를 살펴보면, 도서·벽지 지역으로 지정된 리가 2,499곳에서 759곳으로 대폭 감소했다. 하지만 도서 지구, 벽지 지구, 접적 지구별 감소폭은 상당한 차이가 있었다. 이 같은 도서·벽지 지역의 감소는 전반적인 지역 환경의 개선 때문이지만, 2000년 도서·벽지 지정 기준이 개정된 원인도 컸다. 둘째 도서·벽지교육진흥법에 의한 도서·벽지 학교의 지정이라는 교육행정 행위가 지역에 어떠한 영향을 주며, 도서·벽지 학교의 지정을 통해 교육 환경과 지역이 보완적으로 발전할 수 있는 방안을 모색하고자 하였다. 사례지역인 충북 단양군의 경우 벽지 지역이 감소한 가장 큰 원인은 학교의 폐교였다. 이 같은 도서·벽지 학교의 폐교는 지역 및 교육 환경의 악화를 초래할 수 있기 때문에 도서·벽지교육진흥법의 제정 취지에 맞는 도서·벽지 학교의 지정 기준을 새롭게 정비하여 지정함으로써 교육소외지역이 없도록 해야 한다.

The enactment of island & remote rural area education promotion law has been legislated in 1967 for the purpose of solving the insufficient education environment for schools in remote areas. The one purposes of this study is the regional studies on the periodical change of the Korean remote areas designated by the enactment. From 1985 to 2007, the number of the island & remote rural areas has decreased. Such a decrease accounts for the improvement of the island & remote rural areas. Besides, the one of causes of the decrease is the changes of standard for designation of the island & remote rural areas. The second purpose is the studies on how the designations of the island & remote rural areas by the enactment have affected on the regions. The active closure of small schools in the island & remote rural areas since 1982 have a possibility of undermining the environments of the regions and their schools. Therefore the standard for designation that is independent of the school closure targeting on the economic efficiency should be established newly and prudently.
