한국 고대 국가형성에 있어서 관개수리의 역할

Testing Karl Wittfogel's Hydraulic Irrigation Hypothesis in Conjunction with State Formation in the Korean Peninsula

1950년대 카를 위트포겔(Karl Wittfogel)에 의하여 제시된 관개수리와 농업에 관한 가설은 1970년대 세계의 인류학 및 고고학계에서 국가형성에 대한 연구와 더붕러 학자들의 상당한 관심을 끌었다. 많은 학자들이 국가 단계 사회의 출현을 자발적인 협동과 관련하여 위트포겔의 가설을 이용하였다. 하지만 일부의 학자들은 대규모의 관개수리시설들의 축조는 국가형성의 ‘요인’이라기 보다는 국가형성의 ‘결과’로 간주하여야 한다고 주장하고 있다. 그리하여 국가형성에 대한 고고학 및 인류학적 연구에서 관개수리의 역할에 대한 의문은 여전히 명확하게 해명되지 않고 있다. 물은 식물재배에 필수불가결한 것인데 특히 논벼는 추수될 때까지 상당한 양의 물을 필요로 한다. 그리므로 수리시설은 벼농사[水稻] 및 다른 작물 재배를 하는데 결정적인 역할을 하였음에 틀림없다. 따라서 대규모 수리시설의 축조가 궁극적으로 지배 관료 체제의 등장 즉 국가형성과 밀접하게 관련되어 있었을 것으로 추정하는 것이 수리이론의 주안점이다. 이 논문에서는 문헌의 기록, 금석문, 그리고 고고학 자료를 토대로 관개수리시설 축조 작업이 고대 한반도 남부지방에서 사회발전 특히 복합사회 형성에 있어서 요인으로 작용한 것이 아니고 결과였다는 것을 규명하고자 하였다.

Irrigation agriculture theory, formulated by Karl Wittfogel (1995, 1957), has received a great deal of attention from anthropologists and archaeologists in conjunction with the question of state formation. Although many people have used Wittfogel's hypothesis to explain the emergence of state-level society in terms of cooperative voluntaristic perspectives, many scholars have argued that a large scale irrigation works should be viewed as a result of state formation rather than as a cause. Thus, some questions concerning the role of the irrigation works in association with the state formation still remained unsolved. While water is indispensable for any plant cultivation, wet-rice needs a tremendous amount up until it is harvested. Therefore, irrigation needs a tremendous amount up until it is harvested. Therefore, irrigation systems may have played a critical role in the success of wet-rice agriculture and other plant cultivation as well and may have closely related with the appearance with the ruling bureaucracy. This paper examines historical documents, epigraphic records, and archaeological data, to determine whether irrigation works were related to the sociopolitical development in ancient southern Korea.
