이 연구는 교육현장에서 점차 확산되고 있는 다양한 형태의 교육 프로그램 평가의 질을 제고하는 동시에 궁극적으로는 교육의 질을 보장할 수 있기 위한 메타평가 기준을 개발하기 위한 것이다.평가는 평가대상을 조형할 것이라는 가정 아래,교육 프로그램 평가가 타당하고 장기적으로는 교육을 교육답게 할 수 있도록 하는 메타평가 기준을 개발하고자 하였다.이를 위해 실제 국내에서 이루어지고 있는 다양한 형태의 대학평가와 외국의 메타평가기준을 검토하고,교육의 본위적 가치를 평가하기 위한 교육평가활동의 특성을 살펴보았다.이 연구에서 제안한 메타평가 기준은 목적부합성,실천적합성,정보정확성,보고충실성,교육본위성 등 5개 평가 준거와 각 준거별 3-4개의 하위준거로 구성된다.
This study is to develop meta-evaluation standards for the education program evaluation with an aim to enhance the quality of avariety of educational program evaluation, which in sequel may secure quality of education. Given that evaluation can have a positive effect on and shape the process of educational program, we intended to develop meta-evaluation standards to enhance the validity of program evaluation and to promote the quality of education in the long run. For the study, we examined various types of domestic and overseas higher education evaluation standards and reports to draw the standard swhich suited our context, and reviewed the literatures on the fundamental values of education to postulate the meta-evaluation standards which may make such values be taken into account at a program evaluation. The meta-evaluation standards proposed in this study consist of 5 evaluation criteria including ‘goal-correspondence’, ‘practicality’, ‘accuracy’, ‘report-fidelity’ and ‘education-orientedness’,and each of which has 3-4 subordinate criteria.
