낙후지역 개발사업의 경제적 효과분석

An empirical study of regional development policy on economic effects: the case of less developed regions

본 연구는 저개발지역의 생활기반을 개선하고 사회적․경제적으로 발전이 더딘 지역의 소득수준 향상을 목표로 하는 10개 낙후지역 개발사업의 경제적 효과분석을 목표로 한다. 여러 낙후지역 개발사업들의 정책효과에 대한 의문이 최근 많이 제기되고 있다. 낙후지역 개발사업의 목표가 지역의 낙후도를 개선하여 궁극적으로 지역경제의 활성화를 통해 균형발전을 이루는 것이라고 할 때 낙후지역 개발사업의 경제적 효과를 살펴보는 것은 매우 중요하다. 이를 위해 본 연구에서는 1999년부터 2004년까지 10개 낙후지역 사업을 지원받은 141개 시군 단위의 부가가치, 취업자수, 사회간접자본 스톡 등의 기초 데이터를 사용한 다양한 실증분석을 시도하였다. 본 연구에서는 낙후지역 개발사업의 경제적 효과분석을 위해 회귀분석에 기초한 거시적인 분석과 표본선택의 문제에서 발생할 수 있는 편의를 완화하는 미시적인 성향점수 매칭추정법을 사용하였다. 회귀분석의 결과는 낙후지역 개발사업이 낙후도 지수, 부가가치, 사회간접자본 스톡 등에 긍정적인 양(+)의 효과를 가져왔음을 보여주고 있다. 지역간 소득수렴에 대해서도 수렴속도를 빠르게 하는 효과가 있었음을 보여 주었다. 성향점수 매칭추정법을 이용한 결과에서도 사회간접자본 스톡을 제외하곤 대부분 거시분석과 일치하는 추정결과를 보여 주고 있다.

This study aims to analyze the economic effects of regional development policy for less developed region. To this end, we collect the subsidy data for 10 representative regional policies and estimate other explanatory data at county level. These include regional GDP, employment, SOC stock in the period of 1999~2004. We employed two different approaches; one is a panel fixed effect model with regional per capita GDP, less development index, regional per capita SOC stock, regional employment as dependent variables. The other approach is a propensity scoring matching estimation method avoiding sample selection bias. The both of empirical results showed that the regional development policy had positive effects on regional GDP, employment, less development index, but dubious effects on regional SOC stock. The redesigning of regional development policy should be based on the economic impacts of regional policy rather than on political situation and bargaining.
