주요국의 학교장 연수 프로그램 비교 연구

A Comparative Study on School Principal's Training Programs in Developed Countries

본 연구는 독일, 싱가포르, 뉴질랜드, 캐나다-온타리오의 학교장 연수 프로그램을 비교 분석하여 우리나라 학교장 연수프로그램에의 시사점을 도출하는 데 목적이 있다. 연구 결과, 문화적․제도적 차이가 있음에도 불구하고 다음과 같은 공통적인 경향을 발견할 수 있었다. 첫째, 중앙에서의 질을 보장하고 지방 분권화된 다양한 프로그램 공급이 이루어지고 있다. 둘째, 프로그램이 교육위원회나 대학, 학교, 전문기관 등의 협력과 공조로 운영된다. 셋째, 프로그램이 복합적으로 조직되어 있고 모듈화 되어 있다. 넷째, 학교장은 교육구성원들과의 의사소통 능력이 강조된다. 다섯째, 학교의 총체적인 리더십 역량 개발을 지향한다. 이러한 결과는 일률적인 학교장 자격 프로그램을 가진 우리나라의 프로그램 개선을 위한 자료로 활용될 수 있을 것이다.

This study on school principal's training programs was based on program provider, participation, goals, contents, methods, program pattern of Germany, Singapore, New Zealand, Canada-Ontario. In spite of differences in cultural and institutional traditions, there are common tendencies and trends throughout these countries. First, there are central quality assurance and decentralized provision. Second, the programs have a cooperation or partnership with college, professional providers, schools, committees. Third, the programs were designed with multi-phase and modularization. Fourth, the programs stress on the school leader's communicative and cooperative shift. Fifth, the programs are made at linking each other of school members. So school leader programs become a means of school improvement.
