Community and Counter-terrorism Policing

2004년 국제연합(UN)에서 발행한 한 보고서에 따르면, 테러리즘을 일으키는 근본적인 원인들로 외세의 지배, 빈곤, 실업 등을 제시하고 있다. 어느 사회에서나 이러한 원인들은 늘 존재하여 왔고 앞으로 우리가 살아갈 사회에도 계속 존재할 것이기 때문에 테러리즘에 대한 완전한 해결책이 제시될 수 없다는 점은 어떻게 보면 너무나도 명백한 사실이다. 따라서 지역사회 테러리즘은 늘 우리 곁에서 일어날 수 있다. 지역사회 테러리즘이란 지역사회 구성원들이 그 지역사회의 관습적인 규범에 순응하거나 동화되지 못하고 여러 가지 사회적 제반 요인들에 기인하여 테러리즘을 일으키는 경우를 의미한다. 따라서 이 연구에서는 지역사회 테러리즘을 예방하기 위한 경찰활동 방안으로 다음과 같은 접근 방안들을 제시하였다. 첫째, 경찰은 지역사회와의 신뢰관계 구축을 통해 지역사회의 정보를 수집하는 기능을 수행함으로써 테러 사건들을 예방하고 억제할 수 있다. 둘째, 경찰은 지역주민의 입장에서 비록 지역사회 소수 구성원들이라고 할지라도 그들의 문제를 해결하여 지역사회에 소속감을 높이는 경찰활동을 전개해야 한다. 셋째, 경찰은 인종, 민족, 계층 그리고 성별의 차이에 따라 지역사회의 분열을 조장하거나 강제하는 경찰활동을 전개해서는 안 되고 사회적 통합을 위해 지역사회 구성원 각계각층과 접촉하면서 그들의 목소리를 들어야 한다.

There are so many definitions of community policing but largely they appear to have three common characteristics: police-community partnership, a problem-solving approach and organizational decentralization. Historically explained four counter-terrorism strategies as traditional counter-terrorism model, community intelligence model, belonging model, social cohesion model. It is thus proposed that counter-terrorism strategies are based in established networks within the community and proactively seeks to continually renew these relationships between the community and police. This approach must embrace an explicit recognition of multiculturalism and its political imperative and drive in a policing organization explicitly committed to social cohesion and human rights in both discourse and practice(Pickering et al., 2008). Therefore, we suggests three counter-terrorism policing approaches with which community policing is connected. 1) community intelligence model, 2) belonging model, 3) social cohesion model These models are on the basis of Pickering et al.’s counter-terrorism models, which by using community policing to boot socially cohesion police are better able to position themselves as mediators to negotiate settlements between the competing demands of different social groups.
