활동보조서비스 이용 장애인의 일반적 특성이 자기결정권에 미치는 영향에 관한 연구

A Study on the Socioeconomic Attributes of the Disabled Using Personal Assistance Service, Influencing the Right of Self-Decision of Them

본 연구는 활동보조서비스를 이용하고 있는 장애인을 대상으로 이용 장애인의 일반적 특성들이 자기결정권(활동보조서비스 통제, 활동보조인 자질 및 역량 평가, 활동보조인 역할의 중요성 평가)에 어떠한 영향을 미치는지 분석하였다. 분석 결과 활동보조서비스 이용 장애인의 일반적 특성이 ‘활동보조서비스 통제’에서 학력, 성별, 월평균 소득, 직계가족 중 장애유무가 영향을 주는 것으로 나타났고, ‘활동보조인 자질 및 역량 평가’에는 영향을 주지 못하는 것으로 나타났으며, ‘활동보조인 역할의 중요성 평가’에서는 결혼상태가 영향을 주는 것으로 나타났다. 그리고 연구 대상 장애인이 반응한 자기결정권 정도는 전반적으로 보통 수준 이상으로 자기결정권을 갖고 있는 것으로 나타났으며, 활동보조인이 장애에 대한 이해와 장애인 입장에서의 서비스 제공이 더 필요하다고 인식하는 것으로 나타났다. 본 연구는 활동보조서비스 제도의 올바른 방향성 모색에 중요한 자료로 활용될 수 있을 것이며, 장애인복지 실천에서 활동보조인의 역할 및 교육, 활동보조서비스 이용장애인의 교육과 관련된 정책 및 교육프로그램 개발에 기초자료를 제공한다는 점에서 그 의의가 있을 것이다.

This study investigated how the socioeconomic attributes of the disabled, using personal assistance service, influenced the right of self-decision of them(the control of personal assistance service, the nature and ability of the assisstants, the assessing the assisstants' importance). The main results are as follows. Education background, sex, monthly income of the disabled, and whether there are the disabled in the family of them, influenced the perceived control of personal assistance service. And the socioeconomic attributes influenced nothing in the perceived nature and ability of the assisstants. Assessing the assisstants' importance was influenced by their marital status. And the perceived right of self-decision of them was approximately to normal level. It was found the understanding of the assisstants about the disorders and the caring service were very important. Its main results and implication will be meaningfully used as basic and useful data for establishing the personal assistance service system and developing the education program for the assisstants and the related policies for the disabled using personal assistance service.
