장애인 자립생활센터 평가도구개발과 활용방안에 관한 연구

A Study on the Development of Evaluation Tool and Useful Method of Centers for Independent Living of the Disabled

최근 자립생활의 관심증대와 자립생활센터의 법적근거 확립됨에 따라 향후 자립생활센터의 수적 증가와 서비스 영역의 확대가 예상되고 있다. 그러나 자립생활센터는 사회복지사업법에 의거한 평가의 대상인 사회복지시설에 포함되지 않고 있다는 점에서 사회복지시설과는 별도의 평가도구 개발이 필요하다. 이에 본 연구는 우리나라 실정에 부합하는 장애인 자립생활센터의 평가도구를 마련하여 향후 정부차원의 평가도구 개발 시 기초 자료를 제공하고자 하는 데 목적이 있다. 이를 위해 미국의 CESSI의 평가도구의 논리모델과 자립생활센터의 실무자 및 전문가를 대상으로 실시한 설문조사와 면접조사 등의 연구방법을 활용하였다. 연구의 결과는 다음과 같다. 첫째, 투입범주는 ‘자립생활철학’, ‘서비스 대상’, ‘기관 및 재정운영’, ‘인적자원관리’, ‘입지환경 및 시설’의 5개 영역으로 구성하였고, 둘째, 과정범주는 ‘지역사회관계’, ‘서비스 내용’, 셋째, 산출범주는 ‘서비스 제공’영역으로 구분하고 영역별 하위 평가항목을 개발하였으며 배점은 항목별 중요도에 따라 가중치를 달리 하였다. 본 평가도구의 활용은 센터에 대한 제재 수단보다는 장애인자립생활을 지원할 수 있는 바람직한 센터의 기준제시와 역량강화에 그 목적을 두고 시행하는 것이 바람직할 것이다.

As the society starts to show greater concerns on independent living of the disabled and as its legal basis is established, it is expected that there will be a growth in number of the centers for independent living and an expansion of service field in the future. However, since the centers for independent living are not categorized in social welfare facilities that undergo evaluation based on Social Welfare Work Act, a separate evaluation tool from social welfare facilities needs to be developed. This study aims to provide an evaluation tool for the centers for independent living of the disabled that is adequate to Korean Society through consultation and depth interview of experts and staffs from the centers, from the evaluation model of CESSI based on Logic model as well. Through this, the study builds up basic data that provides direction when designing the manual for center administration in government level later on. The evaluation criteria for the centers for independent living designed in this study contains three categories; Input, Process, Output, Input category has included in ‘independent living philosophy’, ‘service consumer', ‘institution and budget administration’, ‘human resource management’, ‘site condition and facility’ and Process category has included in ‘local community relationship’, ‘service’ and, Output category has included in service provision. Each category has sub categories as well. At the same time, are developed marking schemes that selectively weigh on each category by its importance. Lastly, it is desirable to focus on provision of center administration criterion that can support independent living of the disabled and on improvement of competency in application of the evaluation result rather than using it as a means of regulating center administration.
