A study on the intervention strategy of rehabilitation counselor in supported employment

본 연구는 지원고용서비스를 우리나라에서 본격적으로 실시함에 있어 재활상담사들이 보다 적절하게 개입할 수 있도록 그 방안을 찾고자 하는 연구로 다음과 같은 두 가지 연구 목적을 설정하였다. 첫째, 지원고용의 개입모델과 재활상담사들의 개입역할을 제시한다. 둘째, 지원고용을 실행함에 있어 서비스 유형별로 재활상담사들의 개입전략을 제시한다. 따라서 지원고용의 개입모델은 개별배치 모델, 소집단 모델, 이동작업단 모델, 소기업 모델 등 네 가지 유형으로 구분하였으며, 이들 모델을 선택할 시 필요한 개입전략을 제시하였다. 또한 서비스 유형은 노동시장과 직무개발, 사정과 평가, 직무배치, 보조공학 서비스, 근로자 훈련으로 구분하고 이를 서비스 과정에서의 개입전략으로 제시하였다. 끝으로 이 연구를 마무리하면서 우리나라에서 지원고용서비스가 단기간에 정착되기 위해 재활상담사들이 해결해야 할 과제를 다음의 일곱 가지로 제시하였다. 첫째, 지원고용의 올바른 사용 둘째, 자격있는 대상자의 선발 셋째, 서비스 제공에 있어서 내담자 선택권의 확대 넷째, 다양한 지원서비스 창출 및 예산 마련 다섯째, 시범 사업에 대한 평가 여섯째, 우리나라 실정에 맞는 지원고용 서비스의 모델 정립 일곱째, 재활상담사들의 지속적인 훈련기회 제공

This study aimed at investigation the intervention plan for the rehabilitation counselor as they attempt to offer supported employment service. The purpose of the study is two-fold : First, to find out the intervention models and rehabilitation counselor. Second, to suggest the intervention strategy of the rehabilitation counselor in supported employment process. The concept of supported employment has been a part of the explosion of knowledge in the service delivery system for persons with severe disabilities. This method of providing service to persons with disabilities has utilized new evaluation techniques, a concentrated placement strategy and comprehensive follow along. Therefore, this study was prepared specifically for rehabilitation professionals involved in the coordination and delivery of supported employment services, especially the rehabilitation counselor. The recent literature suggests the supported employment can be broken out in to four different program models. The purpose of this study has been to help counselors critically evaluate which models to select, provide on idea of cost involved and an overview of the structure of different models. also, the study has five sections carefully designed to give a comprehensive and practical description of supported employment process. Sections describes the develop labor markets and job, assessment and evaluation, job placement process, assistive technology, worker training. In conclusion, suggest of this study are challenges in supported employment for the rehabilitation counselor. ① Clarity uses of supported employment ② Identify qualified recipients ③ Ensure consumer choice ④ Use creative financing ⑤ Conduct program evaluations ⑥ Ensure program flexibility ⑦ Participate in inservise training
