장애인 직업재활서비스 전달체계 개선방안에 관한 연구

A Study on the improvement to system of Vocational Rehabilitation Service delivery

본 연구는 우리나라 직업재활서비스의 효율적인 전달체계의 방안을 마련하고자 하는 것이다. 이를 위해 본 연구는 다음의 네가지 구체적 연구 목표들을 설정하였다. 첫째, 직업재활서비스 대상자는 어떤 장애를 가진 자이며 그들의 규모는 어느 정 도이고 그들의 욕구는 무엇이며 이와 같은 대상자의 특성들은 어떻게 변화할 것 인지를 예측하고, 둘째, 직업재활서비스 전문인력의 양성실태는 어떠하며 현행의 전달체계에서 어느 정도 활용되고 있는지를 분석 · 제시하며, 셋째, 현행 직업재활서비스 전달체계의 현황 및 문제점을 미국의 전달체계와 비교 · 분석하며, 넷째, 상기의 상황을 토대로 우리나라 실정에서 효율적인 직업재활서비스 전달 체계 개선방안을 제시한다. 연구목표를 달성하기 위하여 본 연구는 전달체계의 기본구성요소를 서비스의 적절성, 단편성, 비연속성, 접근성, 팀접근 및 책임성 등으로 보고 현황과 문제점, 미국의 현황을 중심으로 고찰하고 개선방안을 제시하였으며 그 방안은 다음과 같다. 첫째, 대상자 확대에 따른 직업재활체계 수립이 시급하다. 둘째, 직업재활서비스에 대한 개별적 계획수립이나 광범위한 욕구조사가 선행되어야 한다. 셋째, 통합 · 조정기구의 상설화가 필요하다. 넷째, 접근성을 확보하기 위해 시 · 군 · 구별 직업재활센터가 필요하다. 다섯째, 전문요원의 활용과 재교육이 필요하다.

The system of vocational rehabilitation service delivery is therefore interlaced with other major system for health, welfare, employment and other rehabilitation services. And, vocational rehabilitation service in most counties are provided by a network of agencies organizations in public and private, national and local. This study aimed at investigation improvement to delivery system of vocational rehabilitation services. With that point of view, the present study has its purpose to obtain any good improvement measures as closely viewing the essence of the points at issue on the system of vocational rehabilitation service delivery, then analysing the realities and problems. The results of this study were as follows, First, It's need to establish of the vocational rehabilitation service system in the spread of target. Second, it is necessary for effectively vocational rehabilitation service to develop individualized plan for employment and needs assessment.. Third, It's need to establish permanently integrated-coordinated committee for integration and coordinating of vocational rehabilitation service. Fourth, It's necessary for accessibility to community based vocational rehabilitation center. Fifth, It's need to education of professional and retraining.
