건강, 교육, 취업 현황에 대한 여성장애인의 인식과 성인지적 관점에서 본 욕구

A study on the understanding of the present situation by women with disabilities and the need for gender mainstreaming: focused on health, and employment

본 연구에서는 장애인 실태조사에서 나타난 건강, 교육, 취업영역의 성별 통계의 차이를 여성장애인이 어떻게 인식하고 있는지 알아보고 이와 같은 격차를 해소하기 위해 우선적으로 충족되어야 할 여성장애인의 욕구를 파악하고자 하였다 이를 위해 6명의 여성장애인과 면접을 실시하였으며, 여성장애인 164명을 대상으로 설문조사를 실시하였다. 연구결과, 여성장애인은 건강, 교육, 취업에서의 성별 통계의 차이를 가부장적 관념과 남성중심의 사회구조에서 비롯된 차별로부터 기인하며, 차별은 취업과 교육, 건강의 순으로 심각하다고 인식하였다. 성별로 인한 차이를 해소하기 위해 건강분야에서는 일상적인 건강과 관련된 가사, 육아도우미 서비스의 제도화와 산후조리서비스, 임신 및 출산문제에 대한 지원과 같은 전통적인 성역할과 관련된 실질적인 욕구를 갖고 있었으며, 그와 함께 건강교육 및 정보제공, 전문병원의 설립, 건강비용의 감면 등을 통해 이동의 제한이나 경제적 어려움이 남성장애인보다 더 큰 현실을 근본적으로 해소해줄 것을 원했다. 교육에서도 성별을 고려한 취업교육과 이동권을 보장을 원했으며, 학업을 중도포기하는 여성장애인이 다수인 점을 고려한 검정고시반 설치를 원한다. 또한 이동의 문제를 고려한 취업직종의 개발과 직원의 인식개선, 여성상담원의 배치에 대한 욕구가 높게 나타났다. 이와 같은 건강, 교육, 취업에서 여성장애인들은 일관되게 비전통적 인 성역할을 지향할수록 욕구가 높아지는 것으로 나타나 여성장애인의 의식과 행동에 성역할 태도가 중요한 변수임을 확인할 수 있었다.

Women with disabilities face a double discrimination due to their gender and disabilities. To monitor and evaluate the impact of policies on disabled women, it is important to seek perspectives of women with disabilities. The purpose of this study is to describe the understanding of the real situations of Korean women with disabilities and investigate the need for gender mainstreaming. The three main policies for women with disabilities were reviewed: health, education ,and employment. The study combines analysis of focus group interview data and survey questionnaires. The study reveals the following results: first, more than 50% of the disabled women in this study experienced discrimination.; second, women with disabilities in this study feel the need of the gender sensitive policies; disabled women who have modern sex role attitudes demand more need than those who have traditional sex role attitudes.
