기혼여성장애인의 일반적 특성 및 생활실태

A Review of Married Women with Disabilities in Korea.

본 고는 장애와 가부장적인 문화로 인해 이중차별을 겪는 기혼여성장애인의 건강상태, 경제적 상태, 사회적 보호, 취업 등 생활실태를 파악하고, 이들에게 제공되는 사회적 서비스의 성차별적인 측면을 고찰하여 여성장애인을 위한 정책방안을 도출하고자 하였다. 조사 결과 기혼여성장애인들은 조사대상의 90%이상이 중하층 이하로 경제적으로 빈곤하였으며, 조사대상의 70%는 건강상태가 나쁜 것으로 나타났다. 또한 일상생활의 도움과 치료를 받는 비율이 매우 낮았으며 전반적으로 취업률, 외출 횟수와 지역사회활동 등 사회활동 측면에서 특히 낮은 참여율을 보이는 것으로 나타났다. 기혼여성 장애인들은 좋지 못한 건강상태로 인해 취업, 사회활동 등에서 제한을 받으며, 낮은 사회 참여는 대부분의 장애여성을 빈곤한 상태로 만드는 가장 직접적인 원인이 되고 있는 것이다. 또한 장애여성 집단을 미혼, 이혼 ․ 사별, 유배우자로 대상을 분류하여 세 집단간 비교를 실시한 결과, 이혼 ․ 사별한 여성들은 배우자가 있는 여성, 미혼여성에 비해 건강상태가 나쁘고, 사회활동을 적게 하며, 복지서비스를 적게 받는 것으로 나타났다. 이러한 결과는 여성장애인들이 장애인이기 이전에 여성이기 때문에 배우자에 의해 부양되어야 한다는 전제를 가정하는 것이며, 여성장애인에게는 독자적인 수급권을 허용하지 않는 복지국가의 모순을 잘 보여주는 것이라 할 수 있다. 또한 기혼여성들의 가사노동에 대한 부담과 출산의 영향을 예측하여 기혼여성들에게 의료서비스를 제공하는 것 외에 가사 도우미 파견, 외출 시 차량이동서비스 등의 사회적 서비스를 제공하며, 경제적인 자립을 위한 직업재활을 강화하고 다양한 경제적 지원을 강화해야 할 것이다.

In the Korea society, women in general face discrimination against their gender. Women with disabilities, However, not only experience discrimination due to their feminity. but are also the victims of discrimination against their disabilities. As a result, disabled women find themselves having to deal with a double discrimination. which has put an extreme limit on their opportunities in education, marriage and employment. Disabled people can not be categorized as one population since disabled women, unlike disabled men, face a double discrimination due to their gender. This would mean that women with disabilities not only live inferior lives to the general public, but also live inferior lives in comparison to disabled men. Especially Married Women due to divorce or husband die, most disabled women are expected to stay at home all day and due to this isolation from society, their quality of life is also, not unexpectedly, very limited. In order to recommend adequate solutions to this problem, it is first necessary to examine, both qualitatively and quantitatively, the real situations of Korea women with disabilities who face a two-fold discrimination aimed against their gender and their physical disabilities.
