우리나라 장애인 고용정책의 특징과 그 임상적 함의

A study on the employment policy for persons with disabilities : Focusing on rehabilitation aspects and their clinical implication

장애인 고용정책은 장애인의 경제적 자립 기반의 조성을 통해 사회적 통합을 실현 시켜 줄 수 있는 가장 중요한 대안으로 인정되어, 의존적 사회복지 프로그램을 대체시켜줄 수 있다고 고려된다. 따라서 본 연구는 우리나라 장애인고용정책의 변화와 특징들을 살펴봄으로써 장애인고용정책의 임상적 특징을 분석하고, 그 함의점들이 직업재활 현장에 어떠한 작용 할 것인지를 알아봄으로써 우리나라 장애인고용정책의 미래 방향을 제시하는데 목적을 두었다. 연구결과 우리나라 장애정책은 도입과 결정과정에서 합리적인 정치체계에 의한 산물이 아니라, 국내외적 압력과 정치적 이익이 결합하여 임시 절충형태로 도입됨으로써 정책내용의 불명확성, 정책논리의 결핍, 정부책임의 상징성, 이익갈등의 잠재적 봉합 등의 특징을 나타냈다. 이에 따라 우리나라 장애인고용정책과 훈련정책이 지향해야 할 방향과 필요한 정책적 과제수립 전략을 제시하였다.

This study was aimed at investigating characteristics and clinical implications of employment policies of persons with disabilities in Korea. Employment has been the core of rehabilitation for persons with disabilities. However, employment policies in the Korean situation are based on the paternalistic attitude Which regards persons with disabilities as being inferior or less functional. Employment policies are analyzed based on the stakeholder's perspective, the dependency, the government budget structure. and the professional manpower. Implications for legislative activities, professional manpower development, transition from school to work, and the quota are suggested.
