지역사회조직사업을 통한 장애인생활체육 활성화 방안

Promotional Plans for the Social Physical Education of the People with Disabilities through Community Organization

본 연구는 지역사회조직사업을 통해 장애인생활체육 프로그램을 성공적으로 운영할 수 있었던 A장애인복지관의 운영사례와 경험을 바탕으로 장애인생활체육 활성화 방안을 모색해본 것이다. 이를 통해 이미 장애인생활체육 프로그램을 운영하고 있거나 새롭게 도입하고자 하는 기관이나 단체가 지닌 상황적 어려움(contextual problems)을 해소하고 장애인생활체육 프로그램을 활성화해나감으로써 지역주민들의 장애인식개선은 물론이거니와 장애인의 사회통합을 크게 촉진시킬 수 있기 때문이다. 연구결과, 지역사회조직사업을 통한 장애인생활체육 활성화 방안으로 다음과 같은 다섯 가지 정책과제가 모색했다. 먼저 장애인생활체육의 활성화를 통해 장애인식개선과 함께 장애인의 사회통합을 적극 유도하고, 둘째, 지역사회자원의 효과적인 정보관리를 위해 데이터베이스 구축을 통한 지역사회자원 풀(pool)의 운영이 요청된다. 셋째, 장애인생활체육 프로그램을 운영할 장애인생활체육지도자양성사업을 포함한 이들의 향상훈련을 위한 보수교육의 확대운영과 함께 현행 사회체육지도자를 1, 2급으로 분리 · 운영함으로써 1급의 경우 전문인력 확보방안이 전향적으로 모색돼야 한다. 넷째, 장애인생활체육 프로그램의 적극적인 홍보와 함께 장차 이의 활성화를 통한스포츠마케팅 도입이 절실하며, 다섯째, 향후 생활체육시설 확충을 계획하고 있는 지방자치단체를 비롯한 모든 단체들은 모든 체육시설에 대해 유니버설 디자인(universal design 개념을 도입하여 장애인 먼저를 실현하는 사회적 도량으로 활용해야 한다는 것이다.

In this inquiry is to be suggested for political tasks for the social physical education of the people with disabilities through community organization ; 1st, it is positively leaded to growing awareness of the capabilities and Social integration of persons with disabilities through the activations Of the social physical education of the people with disabilities. 2nd, it is to be required to run the pool of community resources through building up database to the effective information management of community resources. 3rd, it is to be searched for the recruiting and training plans of an expert to operate the social physical education program of the people with disabilities. 4th, it is ·to be accepted sports marketing through activation of it and positive public relations of the social physical education program. 5th, it is have to be accepted universal design concepts in a building plan for gymnasium of local self-governing body and a social physical education party.
