장애인의 성공적인 창업을 위한 실천현장에서의 성공전략연구

A Study on the Practice Strategic for "Small Business" Start-up of the Persons with Disability Which is Successful

현재 장애인창업지원은 최근에 시대적인 관심과 장애인의 요구에 의해 본격적으로 추진되고 있다. 본 연구목적은 장애인 창업의 잠재적 위험요소를 극소화할 수 있는 장애인창업의 성공전략을 실천현장측면에서 도출하는 것이다. 이를 위해 장애인기업의 실체 파악과 우리나라를 비롯하여 선진국의 장애인기업정책 그리고 성공적 창업을 수행한 경험이 있는 실천현장의 창업지원프로그램 사례를 분석하여 장애인창업 성공요인을 도출하였다. 연구방법은 문헌연구와 사례분석을 병행하였다. 연구결과는 창업지원프로그램은 높은 성과를 기대할 수 있으므로 장애인창업지원 시스템을 직업재활관련 기관 등 실천현장에서의 적극적인 도입이 요구되며 실천기관의 전문가의 양성에 적극적인 투자와 대학에서의 전문가양성과정개설이 필요하다. 또한 각 기관의 환경에 알맞은 정형화된 창업지원과정과 지도원리를 개발하여 적용하여야 하며, 창업과정에의 장애인예비창업가의 “자기결정권”과 장애인창업지원전문가의 “책무성”의 문제를 조화롭게 해결하는 역량이 중요한 요인으로 도출되었다.

Currently, supporting "Small Business:” Start-up is promoted in earnest according to the amount of interest and necessity of people with disabilities. This research goal is to accomplish the successful strategies of supporting Start-up for people with disabilities and to minimize the latest risk factor of the enterprise start-up from a practical point of view. To support the research, understanding the entire grasp and our population of people with disabilities is a necessity. Plus, analyzing the start-up assistance programs for people with disabilities, disability enterprise policy in advanced nation and successfully accomplished business cases are needed. The research method was taken by referring to the systematic documents and analyzing the various cases. The result of the research is that promoting “Small Business” Start-up program will be able to bring a successful result. Therefore, it is recommended to apply the program of enterprise of people with disabilities in an employment centre or other practical areas. The agency and the professional people responsible for supporting the enterprise for people with disabilities need to be enthusiastic and the support from the university or any other government institution is earnestly needed. Furthermore, promoting the practical support program of enterprise for people with disabilities is important and searching for the appropriate environment to suit the program is a necessity. Most significantly, harmonizing the association between people with disabilities, “their own power” and the duty or responsibility of the specialist in the program is truly important.
