신규 장애인의 자영창업 요인에 관한 사례연구

A case study on factors of self-employed entrepreneurship of the new disabled

본 연구는 신규장애인의 자영창업 요인을 분석함으로써 장애범주 확대라는 복지여건의 변화에 따라 유입된 신규장애인의 고용확대와 직업안정이라는 중요한 장애인 직업재활의 목표를 실현하기 위한 대응방안의 하나인 자영창업을 활성화하는 방안을 모색하는 데 그 목적이 있다. 본 연구를 통해서 도출된 몇 가지 중요한 결론은 첫째, 본 연구결과 응답자들은 생업기반의 구축이라는 1차적인 목표를 창업을 통해 달성한 것으로 나타났다. 그리고 부수적으로는 응답자 중 다수가 소득목표와 노동목표를 달성한 것으로 보인다. 둘째, 응답자들은 창업기회에 대한 정보를 주로 이전의 노동경험이나 창업경험에 의존해서 습득하고 있었으며 사업능력 또한 이러한 경험을 통해서 획득하였으며 응답자들 다수가 업체를 운영할 수 있는 충분한 능력을 갖추고 있었다. 셋째, 응답자들은 창업의 목표와 사업능력, 창업에 관한 교육과 훈련 등 개인적 측면에서 볼 때, 사업적 성향이 강한 사람들로 나타났다. 넷째, 창업자금은 창업의 실현 가능성을 높이는데 결정적인 역할을 한 것으로 나타났다. 자영창업자금 융자 제도에 대한 관심과 욕구는 높았지만 실제 수혜율은 극히 저조하였다. 다섯째, 창업에 필요한 정서적, 전문적 자원을 제공하는 서비스가 매우 미흡하다는 점이 문제점으로 제시되었다. 여섯째, 사회적 지지망 중 전문적 지지체계의 전문적 지지 정도나 유형이 미약한 수준에 그치고 있다. 일곱째, 응답자들 대부분이 경험에 의존해서 사업체를 운영하고 있었다. 그들은 상품의 생산능력이나 판매능력은 충분하다고 응답하였지만 경영적이고 전문적인 지식의 부족으로 인하여 사업준비나 사업전략의 측면에서 미흡한 상태에 있었다. 여덟째, 응답자들은 모두 창업에 필수적인 요인으로 창업기회, 사업능력, 사업성향, 창업자본 등을 제시하고 있으며 이러한 요인들 중 어느 한 가지라도 부족하면 창업이 성공적으로 이루어지기 어렵다고 하였다. 이와 같은 결론에 따라 본 연구에서는 몇 가지 제언을 하였다. 첫째, 신규 장애인으로 하여금 창업기회를 인식 할 수 있는 계기를 마련해 주어야 한다. 둘째, 신규 장애인들 중 창업희망자가 창업자금 융자에 쉽게 접근할 수 있도록 제도적 개선이 이루어져야 한다. 셋째, 창업훈련프로그램이 마련되어야 할 것이다.

This research will highlight the successful fators of the public loan program in clarifying the environmental factors which emphasize the capability of entrepreneurship. This research is composed of the following three factors basically. First, it clarifies the common factors of entrepreneurship such as the opportunity, the capability of operating business. Second, it analyzes the effectiveness of environmental factors which strengthen the characteristics of entrepreneurship. Third, it analyzes how the characteristics and environmental factors affect the success of operating business. The summary of the research findings are as follows. 1) The primary outcome of the effectiveness of public loan program is that the program has been helpful to set up the basis of daily income for living. 2) The information and knowledge of entrepreneurship opportunities come from their prior job experiences. In the recognition of entrepreneurship opportunity the social network has played a minimal role and official network has not yet contributed anything. Thus official network should be emphasized to increase entrepreneurship opportunities and to motivate the potential disabled candidates of entrepreneurship. 3) The interviewees showed the strong personal characteristics of business such as high level of motivation, vocational education and training. Therefore, the training program for entrepreneurship should add the contents of promoting potential characteristics of entrepreneurs. 4) The characteristics of entrepreneurship and environmental factors are influential to the success of business operation. The interviewees responded that the success of entrepreneurship happens when the opportunities and fund is provided to the person who have the capability of operating business and environmental factors. Some of important factors of successful entrepreneurship are opportunities, capability of business, potential personal characteristics and fund. In this context, one who may lack even one of those four factors is less likely to succeed. Therefor, educational training program needs to develop and provide to meet personal needs and conditions after examining the four factors of applicant's personality. It is suggested that the case management approach be enacted to this effect.
