광역경제권 선도산업 육성전략

Leading Industry Promotion Strategy in Economic Regions : Focused on the Green Energy Industry in Daegyeong Region

글로벌 경쟁력 강화를 위한 지역발전전략으로서의 광역경제권 추진은 새로운 패러다임으로 부상하고 있으며, 이는 세계적 추세가 되어가고 있다. 우리나라도 이러한 광역경제권 개념을 지역발전 전략으로 시도하고 있으며, 광역경제권발전5개년계획이 그것이다. 본 연구는 우리나라에서는 처음으로 시도되고 있는 광역경제권 단위의 지역발전전략의 핵심전략으로 자리매김하고 있는 선도산업육성정책을 대경광역경제권의 선도산업인 그린에너지산업을 사례로 효과적 선도산업육성전략을 제시함으로써 선도산업육성정책의 성공적 추진과 이를 통한 창조적 지역발전에 일조코자 함에 목적이 있다. 연구방법은 문헌연구와 에너지 관련 기업체 및 연구기관을 중심으로 한 수요자 설문조사 및 전문가 인터뷰 등을 병행하였으며, 본 연구를 통하여 다음과 같은 광역경제권 선도산업 육성전략을 제시하였다. 지자체간 비전공유 및 공동과제의 추진, 협력시스템으로서의 거버넌스 구축, 공간적 역할분담과 기능적 연계, 개방형 공간과 글로벌 네트워킹, 광역적 공간구조 형성과 인프라 구축 등이 그것이다.

The Economic Region, the strategy for regional development, is a global trend and has become the blue ocean. Korea has also moved forward with the concept of Economic Region as the strategy for regional development, and the 5 years planning of Economic Regions is a part of that strategy. This study aims to present effective strategies for leading industry promotion policy based on the unit of the Economic Region which has been carried out for the first time in Korea through the example of green energy industry of Daegyeong Economic Region. Through that, this study intends to make a contribution to the successful implementation of leading industry promotion policy and creative regional development. For this study, survey of customers from energy-related compabnies and research institute was conducted as well as the study on literatured, and interview of experts was conducted. This study presented the strategies for promoting leading industries of Economic Region as follows: Sharing of vision and implementation of joint tasks among local governments, establishment of governance as part of collaborative system, sharing of spatial role and linkage of functions, open space and global networking, formation of metropolitan spatial structure, and establishment of infrastructure and others.
