산업연관표를 이용한 권역별 산업 성장의 구조변화분석

Sources of Sectoral Industry Growth by Input-Output Structural Decomposition Analysis

낮은 경제성장과 일자리 부족에 대한 일자리 창출 대책 마련에 앞서 고용상태의 추이 및 점검 과정은 우선적으로 시행되어져야 한다. 본 연구는 기존 일자리 창출 및 산업 성장 구조 관련 연구의 한계였던 권역별 구분과 총 산업 이용에 대한 보완으로써, 1995년~2005년의 전체 산업을 대상으로 권역별 산업연관표를 추정하고, 이를 통한 취업계수변화와 국내수요증감효과, 수출증가효과, 중간재수요효과, 수입대체효과로 분해한 산업구조변화를 고려하여 총고용자변화를 분석하는 것을 목적으로 한다. 6개 권역의 28개 산업에 대한 실증분석결과, 권역별 산업 성장은 취업계수변화보다 산업구조변화에 의해 영향을 받는 것으로 분석되었다. 또한 산업 성장은 산업구조변화 요인 중 국내수요증감효과와 중간재수요효과에 의해 주도되는 것으로 분석되었으며, 중간재수요효과보다는 국내수요증감효과가 산업의 성장을 결정하는 것으로 분석되었다. 2000년~2005년 고용자의 수도권 집중은 1995년~2000년보다 심화되었으며, 기술 집적에 따라 2차 산업과 3차 산업으로 고용자가 증가하는 실증적 분석 결과를 제시하였다. 따라서 향후 정부의 일자리 창출에 대한 고려는 직면한 경기변동 및 불안정 외에 지역별 및 산업별 구조변화의 영향요인을 체계적으로 고려한 접근이 필요하다.

Shift and examination of job condition should have priority over the most urgent government's tasks such as countermeasures against low economic growth and creation of new employment. Compare to the various kinds of existed researches with job creating and industrial structural growth, the purpose of this study is to decompose periodic shift of employment during 1995's~2005's into industrial structural effect and employment coefficient effect by sector. In addition, this study disintegrates structural sources of industrial growth into domestic demand expansion effect, export expansion effect, intermediate demand expansion effect, and import substitution effect in order to combine those four effects with employment coefficient effect to estimate employment by growth factor decomposition method. As a result of growth factor decomposition analysis, the dominant growth sources of Korean sectoral industry are domestic demand expansion effect and intermediate demand expansion effect. And most domestic demand expansion effect and intermediate demand expansion effect. And most domestic demand expansion effect determines the growth of industry more than intermediate demand expansion effect does. The analysis of employment shift, which is linked with the industry growth, shows that industrial structural effect and employment coefficient effect are offset each other, but industrial structural effect has higher explanation power over 1995's to 2005's. In addition, this study presents empirical results that employment tends to move toward metropolitan area, and the source of employment shift from first industry to high skill needed second or third industry. Therefore, when government make a policy generating new employment, it need to consider structural changes by industry along with faced economic fluctuation and instability of economy.
