지역경제모형을 활용한 지방재정정책의 효과분석

Effects of Local Fiscal Policies in a Regional Economic Model : Based on Daegu and Kyungbuk

본 연구에서는 기존의 CGE모형을 토대로 지방정부의 산업정책 및 재정정책의 효과를 분석하기에 용이한 지역경제모형을 설정한 다음 대구경북지역을 대상으로 지방정부의 재정지출정책 효과를 모의실험방식으로 분석하고 있다. 먼저 본 연구의 지역경제모형은 CGE모형의 구조를 가지고 있으나 수요측면 거시경제구조를 바탕으로 산업별 미시적인 변화를 분석하여 국가경제를 추정하는 동태적 산업연관거시모형이다. 모의실험 분석결과를 보면 대구경북 정부지출의 증가시에 재정지출의 증가를 기존의 배분비율에 따라서 확대하는 시나리오1과 재정지출의 증가분을 대표적인 지식산업의 하나인 교육보건 분야로 집중한 시나리오2 모두 GRDP의 증가를 가져온다는 것을 알 수 있어서 일반적인 수요 확대 정책의 효과가 지역에도 동일하게 적용된다는 것을 알 수 있다. 그러나 지역재정정책의 효과는 재정배분방식에 따라서 다르게 나타나서 시나리오 1에 비해서 시나리오2의 경우가 GRDP의 증가효과를 더욱 크게 한다는 것을 알 수 있다. 이러한 결과는 산업구조 및 생산방식의 변화에 따라서 산업별 재정지출의 파급효과가 변화한데 그 원인이 있다고 할 수 있다. 따라서 지방정부의 재정지출의 배분 및 산업지원정책의 수립 등에 있어서 지역경제에 대한 정부지출의 구성별, 산업부문별 파급효과에 대한 본 연구의 분석 결과를 고려하여 정책의 효율성을 제고하는 노력이 필요하다.

In this article, an IO referenced dynamic macro economic model is suggested. To analyze the effect of regional government spending on the regional economy, first, dynamic macro economic model is used. Second, the values of macro variables from the first stage are spreaded on the industrial sector based on the share of industry in the IO table. Third, using the numerical analysis technique, the solutions of IO simultaneous equation system are derived and converted to the aggregate value of macro economic variables, again. By doing this, the predicted values of macro variables after the regional government spending increase are compared with the values of macro without the increase of regional government spending. The effect of the increase of Daegu-Kyungbuk government spending in education industry shows the overall increase of RGDP with this model. But the effects over industries are different. Therefore, the careful design of fiscal policy implementation is suggested to enhance the efficiency of the policy.
