한국의 경제자유구역: 기업전략 관점에서의 평가

한국 정부는 외자유치 및 경제성장의 새로운 성장엔진으로서 2003년 1차로 인천, 부산/진해, 광양만 지역을 경제자유구역으로 지정한 이후 2008년 2차로 황해, 대구/경북, 새만금/군산 지역을 추가로 지정하여 운영하고 있다. 그러나 이들 경제자유구역에 실제 이행된 외국인 투자는 총사업비의 10%를 넘지 못하는 등 외국인의 활발한 투자가 이루어지지 못 하고 있다. 경제자유구역 간의 투자유치 경쟁은 마치 기업 간 시장 경쟁과 유사하다는 점에 착안하여, 본 논문에서는 기업전략(corporate strategy)의 관점에서 한국의 경제자유구역 정책을 평가하고자 하였다. 첫째, 전략적 관점에서 경제자유구역의 개발사업이 과도하게 다각화되어있다. 그 결과 경제자유구역의 지정이 여러 지역에 동시 다발적으로 지정되어, 행재정 지원이 집중적으로 이루어지기 어렵다. 전 국토에 걸친 특구를 지정, 개발하는 이른바 동시개발 방식보다, 특정 지역에 자원을 집중하여 성공시키고, 그 개발 경험을 확산시키는 순차개발 방식이 효과적일 것이다. 둘째, 한국의 경제자유구역만이 제공할 수 있는 차별화된 핵심역량(core competence) 전략을 개발하지 못하고 있다. 한국의 지정학적 입지, 글로벌 한국기업의 생산 네트워크, 세계적 IT 기술 들을 활용하여 중국, 일본 등 다른 지역이 제공하지 못하는 블루오션(Blue ocean) 요소를 개발하여야 할 것이다. 셋째, 경제자유구역의 행정시스템 전반을 구조조정해야 한다. 이를 위해 일부 지자체조합 형태의 경제자유구역청의 운영 비효율 개선, 실질적인 인허가 원스톱 서비스 체제의 확립, 중앙정부의 권한 위양, 과감한 규제완화, 경제자유구역청장의 권한 강화 등이 우선적으로 개선되어야 할 것이다.

Just like companies compete to attract consumers, special zones do to attract investment. Paying attention to this similarity, this paper examines Korea's free economic zones(FEZs) from the perspective of corporate strategy. Firstly, the way to develop FEZs needs to be changed from manufacturing-oriented to mixed-use development, from public dominance to public-private partnership and from cost-oriented to amenities-oriented development. Secondly, Korea's FEZs are too diversified in many regions. To get strategic focus, they are to be developed sequentially rather than simultaneously. Thirdly, the zones have not developed their own core competence yet. Korea's unique features, including location advantages, globally renowned domestic companies and advanced IT technology can be combined to offer new values or create a blue ocean for investors that rival countries cannot provide. Lastly, the whole system of FEZ development must be restructured to its mission to facilitate the inflow of FDIs. The effective one-stop service and drastic deregulation in administration must be put into practice.
