A Study on the Ports Logistics Development Mode in Guangxi, China

중국 광시의 물류항 개발방안에 관한 연구

본 연구는 중국과 ASEAN간 FTA에 대비하기 위한 서부개발 정책으로써 Guangxi항을 물류항으로 개발할 가능성에 관한 연구이다. 광시는 지리적으로 매우 훌륭한 여건을 갖추고 있으며 물류의 중심지가 될 수 있다. Pan Beibu 경제협력에서 대 메콩 하부지역 경제협력은 물론 Guangxi, Nanning 및 싱가포르 경제협력으로 연결 할 수 있다. 연구분야와 내용은 3개항의 취약점을 분석 하였으며 Qingda항, Yantia항과 같은, 그 동안의 건설경험에 의거 광시의 물류항으로 개발 할 것을 제안한다. Pan bei bu항 경제구역설명과 3개항의 취약한 기반, Qingdao 항과 Yantian항의 건설경험을 바탕으로, 기지건설을 포함하는 Guangxi의 3개항을 물류항으로 개발할 것을 제안하고자 한다. 3개항의 기능을 산업별로 나누어 산업구역을 조성하고 서비스산업과 관광산업을 연결하고 효율적인 공급망 협력과 훈련 및 교육프로그램산업으로 나누어 발전시키고자 한다. 항구물류산업의 목적을 달성하기 위한 방법으로 3개 항구에 대하여 3단계로 제안했다. 제1단계는 상업 항으로 2010년까지 광시3개항의 건설을 준공할 예정이다. 제2단계는 편리한 항구로 개발하게 되는데 중국과 아세안의 FTA지역으로 구축하여 광시에 있는 항에서의 수출입의 경우 무관세 통관을 할 수 있게 될 것이다. 제3단계는 내륙경제와 항구경제의 통합을 달성하게 된다. 이 단계에서 항구는 내륙경제발전에 크게 기여하게 된다. 그 결과 항구와 내륙지역간의 산업클러스터가 형성되고 경제통합을 달성 할 수 있다. 본 연구는 3개항에 대하여 더 경쟁력 있게 건설하는 방법과 자원을 통합하는 방법에 대하여 논하고자 한다. 또한 광시 정부에게 물류항의 전략과 3개항의 물류기지화에 대하여 제안 하고자 한다.

This paper discussesthe possibilities for Guangxi to develop its port logistics based on China-ASEAN free trade agreement(FTA), Pan Beibu Bay economic zone exploration, and the policy of western regional development. Guangxi excellent geographic condition means it can be aregional logistics center. It's carrying out a Pan Beibu Bay economic cooperation, a Great Mekong Subregion(GMS) cooperation and a Guangxi Nanning Singapore economic corridor strategy. This paper analyzed the weaknesses of the three ports, analyzed the construction experiences of the Qingdao and Yantian ports, and put forward a series of suggestions on the port logistics construction for the three ports of Guangxi. The first stage is to set up commercial ports. Guangxi should set up bounded zones and a bounded warehouse to develop an export processing industry and logistics distribution business. The second stage is to develop one comprehensive port. According to the China-ASEAN FTA area, the goods of ASEAN can enjoy duty-free treatment to be traded in the ports of Guangxi. The third stageis to achieve the intergration of the port economy and the inland economy. At this stage, the ports should fully play its polarization effect to inland economic development. These three stages are the basic routes for the three ports of Guangxi to develop their port logistics. Seeking the support and assistance from the central government of China, as well as takin advange of the opportunities provided by the China-ASEAN FTA, the Pan Beibu Bay economic zone exploration, and the policy of Western Regional development in China, will greatly contribute to the establishment and great development of Guangxi and its three ports. This paper provides suggestions regarding the Guangxi ports' logistics mode for the Guangxi government and the three ports' headquarters.
