21세기 세계경제에 가장 역동적으로 부상하는 중국 및 한국경제의 영향력이 강화되면서 세계 10 항만 중 6개가 모여있는 지역이 바로 동북아지역이라 할 것이다. 따라서 이 지역에서 항만간 허브가 되기 위한 노력은 그 어느 곳보다 치열하지만, 본질적으로 항만의 효율성에 입각한 장기적인 타당성 검토는 매우 미흡한 실정이다. 따라서 본 연구에서는 이렇게 급성장하고 있는 중국 및 한국의 주요 항만들이 얼마나 효율적으로 운영되고 있는가를 분석하고자, 자료포락분석법(DEA)에 의한 모형과 Malmquist지수모형을 이용하여 항만의 비효율성의 원인과 효율성의 변화를 파악하였다. 특히 본 연구에서는 전반적으로 시간에 따라 효율성은 증가하지만 규모의 경제에 크게 미흡하고, 한국 항만의 경우, 중국의 주요 항만에 비해 그 효율성이 크게 떨어지는 것으로 나타나 순수효율성 (PE)은 물론 규모의 효율성 (SE)과 기술변화에 대한 수용능력을 나타내는 기술의 변화지수 (YC)에 보다 구체적인 대응방안이 필요함을 제시하고 있다.
It is very much true in the Northeast Asia in that the rapid growth of the Chinese economy as well as the dynamic business of the Korea made the paradigm shift in the existing sea port hub in this region. To become the global hub in the newly emerging Northeast Asian logistics network, the efficiency of the port and its individual terminals are so important for the sustainable development. And thus, the comparison of the port efficiency may shed the light on the newly emerging Northeast Asian logistics network. This paper analyzes empirical result of the efficiencies in the major ports by applying generally acceptable methodology of DEA and its variant models and concludes that the scale- or supply-oriented policies should be changed with more emphasis on the governance of the port operation.
