지역발전과 사회적 기업 육성은 최근 몇 년 사이 우리 정부가 꾸준히 관심을 갖고 추진해 온 정책들이다. 서로 다른 정책적 배경과 관심을 통해 발전되어 온 두 정책의 접점을 찾을 수 없을까? 이 글은 OECD의 지방경제·고용발전 (Local Economic and Employment Development, LEED) 프로그램의 논의를 중심으로 이 두 정책노력 간의 상호 연결고리를 찾아본다. 우선 지역발전의 다양한 이론적 측면을 검토한 후, 사회적 기업을 포괄하는 사회적 경제에 관한 이론적 토대를 살펴본다. 그 후 지역발전과 사회적 기업의 상호관계에 관한 논의를 정리하고, 이를 통한 정책적, 학술적 시사점을 찾아본다. 이 글은 사회적 기업 육성정책이 단지 취약계층에 대한 일자리 제공을 벗어나, 다양한 지역사회 이해관계자들이 자신의 삶의 질을 결정하는 과정에 스스로 참여할 수 있는 창구를 만들고, 이를 통해 지역사회의 무형자산을 꾸준히 축적할 수 있는 거버넌스 기반을 마련한다는 데에도 착안할 필요가 있음을 주장한다.
Promoting local development and fostering a social enterprise are the policies on which the Korean government has set great value over the last several years. Can we find common ground between the two policies with separate background and focus? Based on the discussions from the OECD’s LEED(Local Economic and Employment Development) programme, this article explores a linking point between the two government initiatives. First, we review various theories on local development and social economy, including social enterprises. Then we introduce the OECD’s discussions about the interrelationship between local development and social economy. Finally, we draw policy and academic implications. This article argues that, if it consider the ideal of local development and social economy together, the government need to turn its attention from a short-term, economic role of a social enterprise(that is, offering jobs to the socially vulnerable) to a long-term, socioeconomic one(that is, laying a foundation of governance, which builds a participatory mechanism for the stakeholders within the community and allows constant accumulation of the community’s intangible assets).
