Today, geographic expansion of economic activities is fostering globalization As a result, regions rather than states are emerging as the more important economic units Moreover, full-scale implementation of local self-government necessitates regions to solve their own problems by exercising autonomy. The regions also have to be responsible for the consequences of their actions. To cope with rapid domestic and international changes, Incheon has to develop new strategies for regional economic development to upgrade its industries and the economy. The five largest manufacturing industries of Incheon are found to be in the order o f machinery and equipment, basic metals, assembled metal products, automobiles and trailers, and food Rapid growth has been recorded in the fields of rubber and plastic, electronic parts, video, acoustic and communication equipments, publication, printing and recording media. (In terms of added value in 2005). As for the percentage of workers in advanced industries, the percentage in Incheon was lower than in Korea as a whole However, Incheon has recently achieved rapid growth of advanced industries. In Incheon, there were 736 research institutes run by enterprises in October 2007 Since 1986, the number of such institutes has annually increased by 42% on average. The number of patent application in Incheon was 41,154 (45%). In Incheon, patent registration rate was 51.9%, which is lower than the national average of 63.4%. In the case of Incheon, patent application was relatively more active in the fields of transportation and packaging, metal processing, machine parts, non-metal processing, and construction. This shows that the growth of manufacturing in Incheon is led by machinery, metal, transportation and packaging. The policy of Incheon Metropolitan City to support the growth of advanced industries consists of creating an innovative R & D cluster of enterprises, universities, and research institutes in Incheon Economic Free Zone and seeking enhancement of industrial competitiveness by reorganizing industries and linking them with urban regeneration industry. To transform Incheon into a world-class city with global competitiveness, Incheon pursues innovative industrial clusters by creating the advanced industrial infrastructure for each of industries.
