초등학교 체육교육의 변화가능성과 발전 방향

The Possible Changes and Development Courses of Elementary Physical Education

이 연구는 초등체육교육에 대한 현실적인 문제를 분석하고 초등체육교육에 대한 인식, 체육교육과정, 체육장학 및 행정, 체육시설 및 교구 등의 문제점을 파악하여 초등체육교육의 변화 가능성을 탐색하여 초등체육이 발전되어야 할 방향을 제시하는 데 그 목적이 있다. 이를 위하여 초등체육교육에 대한 전문가 집단으로 체육교육행정가 20명, 체육교육전문가 20명, 교육행정가 20명, 교육전문가 20명 등 80명을 선정하여 3차례의 델파이 설문을 실시하여 다음과 같은 결론을 얻었다. 첫째, 초등체육교육의 정상화 · 내실화를 위해서는 교육행정가와 교사 모두 초등체육교육의 중요성을 인식하고 적극적인 자세로 초등체육에 대한 전문성과 책무성을 신장하여야 한다. 둘째, 초등체육과 교육과정은 교사와 학생이 수월하게 배우고 가르칠 수 있으며 변화에 빠르게 대처하기 위한 유연성과 현실성이 있는 교육과정이 운영되어야 한다. 셋째, 교수 · 학습 방법의 질 개선을 위한 다양한 장학 프로그램의 개발과 일관성이 있고 실천적인 체육장학 및 행정이 이루어져야 한다. 넷째, 학급당 인원수가 감소하고 체육관, 수영장이 늘어나는 등 체육시설 환경이 호전되고 있으나 체육시설 및 교구의 현대화 · 선진화를 위한 복합적인 체육시설 인프라를 구축하여야 할 것이다.

This study is purposed to analyze practical problems, find out recognition of Elementary physical education(EPE), curriculum, supervision, administration, facilities, teaching tools and other problems, explore possible changes and provide future development courses of EPE. In order to meet the purpose, the study first examined understandings about EPE. Using the Delphi method, the study asked four groups of EPE professionals: physical education administrators(20), professionals of physical education(20), education administrators(20), education professionals(20) with third round Delphi questionnaires. SPSS 10.0(a statistics program) was used to analyze the data. Median, mean, quartiles and standard deviation of possible changes and hope scale were found. F-probe was performed to find out the difference between professional groups. The conclusions are as follows: First, education administrator and teachers should recognize the importance of EPE and extend professionalism and a sense of responsibility in order to normalize and substantialize EPE. Second, a flexible, practical curriculum should be performed in order to ensure to teach and learn with no difficulty in doing and to cope with changes quickly. Third, in order to improve the quality of teaching/learning methods, various supervision programs should be developed and coincident, practical supervision and administration should be performed. Fourth, physical education surroundings, including gyms and swimming pools, are being improved and the number of students per class are being decreased. But, complex physical education infrastructure should be established in order to ensure modernization and advancement of physical education facilities and teaching tools.
