A Study on the Improvement for Impact Fee of Green Belt

1.CONTENTS (1) RESEARCH OBJECTIVES In green belt area, developers pa impact for their construction behavior. The purpose of this study is to find out the new imposition system of impact fee from the viewpoints of its efficiency and fairness. (2) RESEARCH METHOD Based on theory and logics, we made up several alternatives instead of current imposition system. We collect data from local governments and using new imposition system was simulated and compared with current system from the viewpoints of efficiency and fairness. Key Factors of imposition system area basic unit and imposition rate of impact fee. The data for this analysis were collected from local governments and alternatives methods were simulated by statistical methods. (3) RESEARCH FINDINGS Current imposition system of impact fee for green belt area has the problem, so newly invented imposition system can upgrade its efficiency and fairness in operating this systems. 2. RESULTS This study offers two alternatives to improve impact fees of green belt area. 1) we suggest ist land price of each parcels instead of applying to land price differentials between green belt area and its surrounding area. 2) Index for calculating the publicness of each facilities can have a proper alternative for current imposition rate.
