국가적 차원의 영재교육 도입기에서 발전기로 향하는 과도기적인 시점에서 영재관련 연구기관과 학회에서는 국가수준의 영재기관 평가연구와 효과성 분석 연구, 영재교육 프로그램 운영실태 및 효과분석에 대한 연구가 증가하고 있다. 이를 통해 국내의 영재교육은 양적증가와 하드웨어적 체제의 기틀은 마련되었으나, 질적 향상을 위한 모범적 영재교육 프로그램의 사례와 연구가 요구되었다. 같은 맥락에서 ‘국가수준영재교육 프로그램의 방향과 기준 설정’에 대한 요구가 제안되고 있다. 본 연구는 국가수준 영재교육 프로그램 기준 개발의 선행사례인 ‘NAGC의 영재교육 프로그램 기준(Gifted Program Standards)’을 소개하고, 국내 영재교육 프로그램의 기준 개발의 가능성을 탐색하여, 그 연구방향을 제시하고자 한다. 연구를 위하여 첫째, ‘NAGC 영재교육 프로그램 기준’을 분석하고, 국내 영재교육 평가기준과 비교하였다. 둘째, 국내 영재교육 평가연구를 바탕으로 영재교육 프로그램 현황, 문제점․전망을 분석하였다. 셋째, NAGC 영재교육 프로그램 기준과 국내의 영재교육 평가연구에서 요구되는 강조점을 바탕으로 국가수준 영재교육 프로그램의 전망과 방향을 제시하였다. 넷째, 이에 따른 후속연구로 국가수준 영재교육 프로그램 기준에 대한 영역범주, 수행수준, 기준원칙, 적용방법에 대한 질적⋅양적 연구를 제안하였다.
The status of national gifted education is on a transitional period passing by introduction of gifted education toward developmental stages. Recently researches evaluating effectiveness of national gifted education and reporting practical management of gifted educational institutions have been increasing at the national level by KEDI and gifted education institutes. Needs of establishing standards and directions for national gifted education program have been suggested through these researches. This study is to introduce 'Gifted Education Program Standards of NAGC' as a preceding example of national gifted education program standard development and suggest directions and considerations for the standards. First, this study analyzed 'Gifted Education Program Standards of NAGC' and compared to the standards of evaluating Korean national gifted education. Second, this study inquired national gifted education status, issues and prospects based on gifted education researches. Third, this study suggested directions and considerations of national gifted education program standards based on the results of comparison NAGC standards to Korean national evaluation standards. Fourth, study proposed qualitative and quantitative post researches of categories, performance levels, standards principles and application methods related to national gifted education program standards.
