ROK s Defense Development Looking Into Unification

이 글은 한반도 주변 안보·군사환경의 변화추세를 면밀히 평가하여, 그 변화의 특성을 규명하고, 이를 바탕으로 한국의 바람직한 중장기 국방발전 방향을 모색하기 위한 것이다. 한국은 세계 및 지역안보정세 변화에 맞춰 한국적 변환전략을 적극 추진하지 않으면 안된다. 첫째, 가장 절박한 당면과제는 우선 전작권전환 및 한미연합사 해체와 관련한 중장기 방위역량 보강대책을 발전시키는 일과 북한 핵을 완전히 제거하는 일이다. 현 시점에서는 전작권 전환계획의 재검토 여부와 관계없이 우리의 독자적 국방역량 강화에 전력을 기울여야 한다. 둘째, 북핵문제와 관련하여 미국의 핵우산 또는 확장억제에만 의존해서는 안 될 것이다.우리 자신의 대북핵억제수단도 확보해야 한다. 셋째, 우리 국방개혁은 첨단 high－tech 기술분야 뿐만 아니라 low－tech 비대칭위협에도 대비해야 한다. 특히 한국의 대북 비대칭위협 수단을 강구해야 한다. 넷째, 동맹관계는 전시는 물론 평시에도 중요하다. 따라서 평소부터 한미동맹관계를 잘 관리하고 유지해 나갈 필요가 있다. 앞으로 장기적인 안목에서 국제 안보/평화 이슈들에 대한 국제공조활동에도 적극 참여해야 할 것이다. 끝으로, 우리의 중장기 국방발전계획은 또한 통일에 대비한 계획이어야 할 것이다. 통일한국의 군사정책이 결코 주변국 어느 누구에게도 위해가 되지 않을 것임을 충분히 인식시키기 위한 전략대화를 적극 전개할 필요가 있다.

This paper has a three－fold purpose: making an overall assessment of changing military trends in and around the Korean Peninsula, discerning some of its unique characteristics evolving in the recent past, and constructing a Republic of Korea s mid－ and long－term defense development policy, particularly looking into unification. At this critical juncture, Korea s defense development policy should stand on its own transformation strategy, realistic, well－balanced, forward looking and carefully designed to reflect the current dynamics of Northeast Asian security and inter－Korean relations. First of all, most urgent and essential for South Korean security is to realize complete denuclearization of North Korea, meanwhile maintaining the solid ROKUS combined defense posture, which will supposedly be substantially loosened in the aftermath of the deactivation of the CFC in 2012. South Korean defense authority should take every measure to acquire its independent military deterrence vis－à－vis the North at the earliest possible time. Second, with respect to the North Korean nuclear problem, South Korea may well be advised not to rely solely on US s nuclear umbrella or extended deterrence, and instead move to strengthen its independent deterrence by such means as of extending its missile ranges to reach every corners of the North. Third, South Korea s defense reform should take into account not only its own subtle, high－tech capabilities but also the North s asymmetric threats largely capitalizing on crude, low－tech means. The South also needs to develop its own version of asymmetric threats to the North. Fourth, alliance relationship will continue to remain critical and essential for South Korean security and prosperity in the years ahead, not only in wartime but at peace. Thus, the ROK－US alliance needs to be well managed and maintained. South Korea also would have to more actively participate in international peace and security cooperation activities. Lastly, our mid－and long－term defense development plan should be designed and framed to prepare for a unified Korea. South Korea needs to actively engage in a wide variety of strategic communication with its neighboring countries, most particularly, China and Russia in order to enable them to understand and recognize that a future unified Korea s military posture would certainly not to be inimical to their national security interests.
