안동시 공공 및 민간관련시설의 사례분석을 통한 장애인 편의시설 개선방향에 관한 연구

Andong Public and Private Facilities through the Analysis of the Case Study on the Direction of Improving Disabled Facilities

본 연구는 안동시 공공 및 민간관련시설 장애인편의시설을 대상으로 「편의증진법」의 「장애인 편의시설 설비의 설치 기준」에 근거한 설치율과 적정설치율의 분석을 통하여 현재 설치되어 있는 편의시설현황의 문제점과 그 개선방향을 제시하고자 하였다. 안동시의 편의시설을 분석한 결과 설치율과 적정설치율이 모두 낮은 것으로 나타나고 있으며 민간관련시설의 경우 더욱 낮은 것으로 나타나고 있다. 특히 설치율에 비해 적정설치율이 매우 낮아 실질적으로 장애인에게 도움을 주지 못하고 있는 것으로 나타났다. 이에 본 연구는 다음과 같이 제안하였다. 첫째, 장애인 편의시설 설치에 있어 안동과 전국적 격차의 해소가 필요하다. 둘째, 장애인에게 실질적으로 도움이 되는 편의시설의 적정설치율을 높이는 것이 필요하다. 셋째, 안동시는 편의시설 설치 이후 잘 관리되고 있는지에 대한 엄격한 관리․ 감독․ 유지를 위해 노력하는 것이 필요하다. 넷째, 다양한 장애 유형에 따른 편의시설의 질적 확충이 필요하다. 다섯째, 안동시민의 장애인 편의시설에 대한 인식개선을 위한 교육과 홍보가 필요하다.

The study aims to find out current problem of facilities for people with disabilities and the ways of improvement by analyzing installation rate and reasonable installation rate of the facilities according to Korean「Installation Standard of Convenient Facility for People with disabilities」of 「Convenience Promotion Act」. As a result of case analysis of the condition of facilities of Andong city, Gyengsangbuk-do, we found out that both installation rate and reasonable installation rate are low; especially, both of the rates were lower in private sector. In particular, reasonable installation rate was far lower than installation rate, which indicates that the facilities, even installed, do not provide enough support for people with disabilities Therefore, we make four suggestions. First, Andong city needs to reduce the gap against the Korean domestic average in installation rate of the facilities for people with disabilities. Second, it is important to increase reasonable facility installation rate to provide practical support for people with disabilities. Third, Andong is a well-managed facilities are being installed for the future management and strict supervision and will strive to maintain. Fourth, Andong for people with disabilities of various types of qualitative expansion of facilities is required. Fifth, public education and information sessions are needed to further publics' understanding toward the convenient facilities for people with disabilities.
