본 연구는 CIPP(Context-Input-Process-Product)모형 적용을 통해 수요자와 공급자의 통합된 관점에서 중학교 특별보충과정 프로그램을 평가하여 특별보충과정 프로그램의 개선을 도모 하였다. 이를 위해 B광역시 소재 교사, 학생, 학부모를 대상으로 온․오프라인 설문조사, 포커스 그룹 인터뷰, 수업모니터링을 하였다. 설문지는 ‘수준별 수업 만족도 설문지’와 ‘수준별 수업 평가 설문지’ 자료를 재구성하여 활용하였다. 첫째, 상황평가 요소 분석결과, 특별보충과정은 교사와 학생이 효율적으로 교수․학습을 할 수 있는 해결방안으로 대상과목을 단계형에 해당하는 수학, 영어에 한정하지 말고, 심화․보충형에 해당하는 국어, 사회, 과학 등의 교과와 확대․통합할 필요가 있다는 것이다. 둘째, 투입평가 요소 분석결과, 대학생 멘토를 연결하여 개별화된 학습․인성지도 등을 통하여 기초․기본학력을 증진시켜 학력향상에 기여하는 것이다. 셋째, 과정평가 요소 분석 결과, 계획, 조직, 운영, 효과의 단계적 절차에 따라 중학교 특별보충과정 운영 프로그램의 실태분석, 관련 지표의 현황 파악, 프로그램 만족도 조사 등을 분석․평가하고 효율적인 운영방안에 대해 제언하였다. 효율적 운영방안으로 특별보충과정과 방과후학교 프로그램을 통합․연계 운영함으로써 운연체제를 보다 개방화시킬 필요가 있음을 알 수 있었다. 넷째, 산출평가 분석결과 특별보충과정 프로그램의 효과성 검증과 수업전략 마련, 학원과의 경쟁력 제고, 수업컨설팅, 교사의 따뜻한 관심과 보살핌 등 보다 현실적합하고 유용한 프로그램의 운영을 위한 교육적 노력이 필요하고, 궁극적적으로 사교육비를 경감시키고, 교육 양극화 완화에 기여할 수 있는 프로그램의 개선책이 요구된다.
The purpose of this study is to evaluate the middle school special supplemental program by using CIPP model. The objects were middle school students, teachers and parents in the Busan Metropolitan City. The tools used for the analysis were on-line opinions, survey, focus group interviews, satisfactory test, document analysis. For achieving these concrete research objects, the opinion survey was carried out over 126 students, their 126 parents, 25 instructive teachers at middle school located in Busan Metropolitan City. The results of this study were as the follows: First, the results of context evaluation shows that special supplemental program plays the roles which support the normal curriculums by providing the best of various learnings for all the students, that it runs after discussion of an educational council at each schools like elementary and secondary school, and the percentage which participates in it arrives at 98.7% of all the schools and 41.9% of all the students. Second, there are analyzed that input evaluation elements which contain student's attitude, lectures, education media, school facilities, instruction-learning contents and education planning documents based on recognitions in special supplemental program. Third, it is said that process evaluation focus on proposing an effective management methods by analyzing and evaluating the survey of program satisfaction, the evaluation of the current situation of an index related to it, the real analysis of domestic and overseas special supplemental program according to each stages of plans, organizing, administration, effect. Finally, it was said that there should be professional ability of teachers, competition to private academy, managements of student and school facilities, appliance possibilities connected to school homepage, investigation of evaluation and instructional method according to student's level in light of output evaluation.
