철도화물운송의 활성화를 위한 물류정보활용 개선방안

A Study on the Development of Logistics Information Technology for Revitalization of Railway Transports

최근 철도운송의 중요성이 또 다시 증가하고 있다 국제유가의 상승, 효율적 에너지자원의 필요성, 저비용 고부가가치의 국제물류구조 등 때문이다. 특히, 2007년 12월 채택된 “발리로드맵(Bali road-map)”은 국제운송시장에서의 운송수단 선택에 매우 큰 영향을 미칠 것으로 예상된다. 한국정부는 동북아 물류 중심국의 기능을 수행하기 위해 다양한 물류정보화 사업을 추진하여 왔으나, 철도화물운송은 그러한 국가사업으로부터 큰 혜택을 받지 못해 왔다. 본 연구의 목적은 국제물류환경의 변화과정에서 다시 부각되고 있는 철도운송의 중요성, 우리나라에서 진행중인 물류정보화 사업과 철도운송과 관련한 물류정보 등을 살펴봄으로써 철도운송활성화에 장애요인으로 작용하고 있는 현 철도물류정보체계의 문제점을 파악하고 이를 개선하기 위한 방안을 제시하는 것이다.

Recently the importance of railway transport as a modal of international transportation has been growing because of the rising of international oil prices, the necessity of efficient energy, the structure of logistics as low cost and high value especially, the Bali road-map which accepted on December 2007 has an effect on the choice of international transport modal. Korea government has consistently pursued various logistics information policies to carry out the logistics Hub in Northeast Asia but the railway transport could not be served by those policies. The purpose of this paper is to contribute to not only understanding of the importance of railway transport and the process of railway logistics information system but also recognizing the problems of railway logistics information system and indicating a developed plan to serve on these problems.
