현대 중국 시민사회에 대한 시론

Contemporary Opinion About Current Civil Society in China

이 글은 중국 시민사회에 대한 개념적 논의와 중산계층의 성격과 역할 및 특징에 대한 분석을 통해 중국 시민사회의 발전가능성을 탐색하고자 한다. 중국 시민사회는 국가에 의한 사회의 통제 및 관리자라는 맥락에서 이해할 수 있다. 첫째, 국기구와 단체회원들 사이에 통신채널을 제공하고 있다. 둘째, 시민단체들은 비조직화된 경제주체들을 결집시킴으로써 국가는 이들을 쉽게 관리 통제할 수 있게 된다. 셋째, 사회 및 경제 단체들은 이전에 국가기구가 전담하던 일들 가운데 일부 기능을 수행할 수 있게 되면서 비용절감 효과를 가져온다. 넷째, 협회는 회원들의 이익을 위하여 서로 상관없어 보이는 정부 기관들의 역할을 할 수 있다. 즉, 중국 시민사회는 형성중에 있다. 그러나 이것은 당과 정부의 정책을 이념적으로 정당화하고 정책으로 지원하는 기능이 강조되고 있는 것이다. 개혁개방이후 중국사회에서 나타난 중요 현상 가운데 중산계층의 성장이다. 중산계층의 확대뿐만 아니라 중산계층이 분화도 보여주고 있다. 사회계층의 분화 및 유동성의 증가는 사회의 다원화를 촉진시키고 다양성을 증대시킴으로서 시민사회의 발전에 긍정적 요인으로 작용하기도 한다. 중국 중산계층이 개혁개방이후 꾸준히 증가하고 있으며 국가의 개입이 차츰 약화되어 가고 있다. 그리고 중산계층이 능동적이며 효과적으로 발휘될 수 있는 공간이 나타나고 있다는 점에 주목해야 한다. 사실 중국 시민사회 발전은 이러한 공간을 얼마나 효과적으로 활용할 수 있는가에 상당부분 달려있다고 할 수 있다.

This thesis examines the potential for the development of Chinese civil society through an analysis of conceptual discussions about civil society and the role, nature and characteristics of the middle class. Civil society in China can be understood in the context of the supervision and social control imposed by government. First, civil society provides a communication channel between government agencies and the communities' members. Second, government can control unorganized economic participants because civic groups bring them together. Third, social and economic communities are going to carry out some functions which government agencies normally take charge of As a result, government can expect a cost-saving effect. Fourth, for their members, the communities can take a role of government agencies that seem not to be related to them. That is to say that civil society in China is evolving. However it justifies and supports the policies of political parties and government ideology. These two functions are emphasized Following the Reform and Opening Up of China, one of the important changes was the growth of the middle class. This growth has brought differentiation as well as expansion of the middle class Liquidity growth and differentiation of social strata operate as positive factors for development of civil society because they promote the pluralization and diversity of society. In today's China, the middle class is steadily increasing, intervention by government is declining, and the space in which this emerging middle class can be both active and effective is still evolving. The development of Chinese civil society depends on how well this space is defined and used.
