일제시대 제2차 조선교육령 개정 과정 연구

A Historical Study on the Enactment of the Second Chosen Educational Ordinance in the Japanese Colonial Period

본 연구에서는 일제시대 제2차 조선교육령 개정 과정에서 조선인들의 교육 요구,일본 본국 정부의 식민지 통치 정책,조선총독부 학무관료들의 정책 시행이 서로 대립 조정되는 과정을 살펴보았다.제2차 조선교육령 개정 과정에서 조선인들의 교육 요구는 실질적으로 반영되지는 못했지만 교육칙어 조항 폐지,교육목적 조항 누락,일선공학의 소극적 도입 등에 영향을 미쳤다.식민통치의 이상과 원칙이라는 입장과 식민지 교육현실과 특례라는 입장의 차이로 인해 일본인과 조선인을 동일한 교육제도로 같이 교육한다는 일본 본국 정부의 내지연장주의 방침은 이름뿐인 원칙에 머물렀다.그 결과 조선 교육령 개정을 통해 조선에는 일본인 학교와 조선인 학교가 별도의 계통으로 존재하는 교육제도가 도입되었다.

This paper focused on the conflict and adjustment in the law making process of the Second Chosen Educational Ordinance enacted in the Japanese colonial period. The Second Chosen Educational Ordinance was made as a result of mediation between the Japanese Cabinet and officials of the Education Bureau of General Government in Chosen, between the educational needs of Korean and the intention of Japanese rule. the educational needs of Korean was not accepted but had slightly effected on the policy such as abolition of provision about Imperial rescript concerning education and provision about need of the times and condition of the people. The difference in standpoint between the Japanese Cabinet and officials of the Education Bureau of General Government in Chosen was resulted in making the separate educational system. As a result, the idea of the same school system and co-education between Korean ad Japanese people were remained unrealized.
