Climate Change Policy in the People s Republic of China

이 논문은 중국의 기후변화 정책을 전반적으로 개관하는 것을 목적으로 한다. 의심할 여지없이 중국은 미국과 더불어 기후변화에 대한 국제협상에서 가장 중요한 나라이다. 중국은 이미 세계에서 이산화탄소를 가장 많이 배출하는 나라가 되었고 그럼에도 불구하고 극히 최근까지 구체적인 온실가스 감축목표를 설정하고 있지 않았다. 최근 중국정부는 구체적인 감축 목표를 발표했지만 아직 곧 다가오게 될 코펜하겐 당사국 회의 및 그 이후의 국제협상에서 중국이 정확히 어떠한 태도를 보일 것이고 또 얼마나 일관되게 자신의 태도를 유지할 것인가는 미지수로 남아있다. 다만 분명한 것은 중국의 태도가 기후변화협상 및 전체 지구환경 정치에서도 매우 중요한 변수가 될 것이라는 점이다. 그런데 이러한 중요성에 비해 중국의 기후변화 정책의 국내적 측면을 다루는 기존 연구는 거의 없거나 대개 2006년 이전의 문헌들이다. 그러나 2006년 이후 국내 제도적 측면에서 중국의 기후변화정책에는 중요한 변화들이 있었기 때문에 본 논문은 그러한 변화들을 포함하여 전반적으로 중국의 기후변화 정책의 국내적 측면을 개관한다. 본 논문은 먼저 중국 기후변화 정책의 역사적 형성 및 전개과정을 살펴보고, 정책의 기본 원칙, 이념적 배경 그리고 목표 등을 살펴본다. 또한 기후변화 정책을 담당하고 있는 조직 구성 및 정책결정과정을 분석하며 여기에 어떠한 특징이 있는지를 살펴본다. 마지막으로 중국의 기후변화정책에서 중요한 한 부분을 차지하는 청정개발체제(CDM)을 간략히 살펴본 후 본 논문의 함의에 대해 간략히 토론한다.

There is no doubt that China, along with the United States, is one of the most important countries in international climate change negotiations. China is already the number one country in terms of carbon dioxide emission in the world, but it has not specified any reduction target for greenhouse gas emission until very recently. Even though the Chinese government announced the specific target for emission reduction very recently, we are still not sure how China's position will be and how it will change at the Copenhagen and subsequent climate change negotiations. However, one thing for sure is that China's position in the future international negotiations will keep having a great impact on the negotiation itself and on the global environmental politics as a whole. In spite of the importance of China, previous works on China's climate change policy, especially the domestic side, are extremely rare, especially published after 2006. Therefore, this paper attempts to fill this gap by providing an overall picture of China's climate change policy. It first introduces basic ideologies, principles, and goals of China's climate change policy, and provides a historical overview on China's climate change policy evolution over time. Then, it analyzes the organizational structure and decision making process of China's climate change policy, and discusses China's uniqueness in this institutional arrangement. Finally, it briefly overviews China practice of Clean Development Mechanism (CDM), and some implications are followed.
