지방선거와 사이버 정치운동에 관한 시론적 연구

Local Elections and the Cyber Political Movement

선거과정에서 인터넷 이용은 한국에서 보편적인 캠페인 방식이 되었다. 지난 2002년과 2007년의 대선, 2004년과 2008년의 총선에서 각 후보들은 적극적인 사이버 정치운동을 전개했고 일정한 효과를 보았다. 이런 결과에도 불구하고 지방선거에서는 아직 인터넷 활용에 대한 분석사례가 많지 않다. 이에 본 연구는 네트워크 사회에서 사이버 정치운동의 가능성과 한계를 한국의 지방선거를 사례로 적용하여 탐구하고자 한다. 연구결과,사이버 정치운동은 위로부터의 하향식과 아래로부터의 상향식 사이버 정치운동의 형식을 가지고 있으며 이는 목적과 방식에 따라 상이한 사이버 정치운동의 결과를 유도하고 있음을 확인할 수 있었다. 또 2가지 방식의 사이버 정치운동은 장기적으로 지역이슈의 확산이나 의제의 형성 그리고 시민참여를 증가시킨다는 장점이 있었다.

The use of the Internet in elections has become widespread in Korea. During the presidential elections in 2002 and 2007, as well as the general elections of the National Assembly men in 2004 and 2008, candidates developed active cyber political movements and realized a certain degree ofsuccess. This study examines the possibility and limitation of the cyber political movement in the networked society by analyzing local elections in Korea. The results of this study indicate that the cyber political movement has two forms, including the top-down and bottom-up methods, and induces different results depending on objects and methods. In addition, the two methods provide advantages such as the expansion of local issues, local agenda setting, or increased civic participation in the long term.
