Strategies to Create National Amenity Resources Enhancing Quality of Life

The primary purpose of this research is two-fold: (ⅰ) to identify the amenity resources at the national territorial level, to build livable and healthy life-world, to promote sustainable development, and to enhance local and regional capacity and (ⅱ) to propose policy agenda and strategies that support these efforts in the national and regional planning and the environmental conservation. I attempt to define the concept of national territorial amenity and discuss its structures, characteristics, functions and values in various aspects. The question of how the external effect of the national territorial amenity could be internalized in the local quality of life and regional economy is also explored reviewing literature in wide range of related disciplines. The framework to classify and categorize the national territorial amenity resources in four types: (ⅰ) urban, (ⅱ) agricultural and forest, (ⅲ) coastal area and fishing village, and (ⅳ) environmental conservation area. The inventorizing process has four steps: (ⅰ) listing-up, (ⅱ) amenity watching, (ⅲ) filtering, and (ⅳ) inventory-making. Case studies are conducted in four types, Anyang-Shi and Gunsan-Shi for urban type, Jinan-Gun and Hwachun-Gun for agricultural and forest, Suncheon bay area for coastal and fishing village, and Donggang ecological and scenic view preservation district for environmental area. Basic policy directions and principles of creating national amenities and proposes key policy agendas. "Beautiful national territory and competitive region" is suggested as a new vision of national amenity policies: (ⅰ) emphasizing territorial identity, (ⅱ) integrating amenity-related policies, (ⅲ) networking amenity resources, (ⅳ) enhancing market value of amenity resources, and (ⅴ) encouraging sustainable participation and collaboration.
