국가 사이버 위기관리체계 강화 방안에 관한 연구

Reinforcing the National Cyber Crisis Management System in Korea: Implications from the U.S.A., England, Deutschland, and Japan

이 연구에서는 국내·외 사이버 위기관리 체계 분석을 통해 변화하는 국내 실정에 적합한 국가 사이버 위기관리 체계 강화방안을 모색하는데 목적이 있다.이를 위해 미국,영국,독일,일본의 사이버 위기관리 체계에 대한 분석을 통해 법적체계와 조직체계의 시사점을 도출하였다.연구결과,한국의 사이버 위기관리 체계강화 방안을 다음과 같이 제시하였다. 첫째, 국가 사이버 위기관리는 개인, 조직, 기업, 공공기관, 정부기관등이 각각의 수준에 맞는 사이버 위기관리 체계를 이루어야 한다.둘째,국가 사이버 위기의 개념을 국가위기 개념과 연계하여야한다.셋째, 국가 사이버 위기관리의 개념과 국가위기관리 개념을 연계시키는 것이 필요하다.넷째,국가 사이버 위기관리 기관을 책임 정도에 따라 국가 사이버 위기관 리 주관기관, 실무기관, 협력기관등 으로 체계화하여 관리하는 것이 필요하다.다섯째, 국가 사이버 위기관리법 체계 정비가 필요하다.여섯째, 국가 사이버 위기관리 조직체계를 강화하는 것이 필요하다. 일곱째, 국가 사이버 위기관리의 전문성을 확보해야 한다. 여덟째, 국가 사이버 위기경보 체계 구축이 필요하다.아홉째,국가 사이버 위기관리 평가체계를 구축하는 것이 요구된다. 열번째,국가 사이버 위기관리는 공공과 민간 분야에서의 전문인력 확보와 전문성 향상이 그 핵심요소로 제기된다. 열 한번째, 국가는 국가 사이버 위기관리의 지속적인 발전을 이룩하기 위하여 학술적 발전에도 노력하여야 한다.

The purpose of this study is to explore the reinforcing plans for national cyber crisis management system in line with both domestic and international environmental change. For accomplishing the research purpose, we have drawn policy implications from the comparative analysis of the legal and organizational system among USA, England, Deutschland, and Japan. The suggested plans to suggest for reinforcing the national cyber crisis management system are as follows: establishing the cyber crisis management system which is suited for the individual, organizational, enterprise, public institution, government; connecting the national cyber crisis with the national crisis; connecting the national cyber crisis management with the national crisis and emergency management; classifying the cyber crisis management institutions into three groups, superintendence organization, responsible organization, cooperative organization; improving the legal system of national cyber crisis management; reinforcing the organizational system of national cyber crisis management; securing the specialty of national cyber crisis management; establishing the national cyber crisis warning system; using the evaluation system of national cyber crisis management; educating and training the experts and improving the specialty in both public and private sectors; promoting the academic development in the field of national cyber crisis management for continuous development of national cyber crisis management.
