A Study on the Practical Strategies for Community Building

Community Building("Machizukuri") which was quickened in Japan from the end of 1960's, relating to paradigm shift in urban planning mainly aims at safe and comfortable life in community. It is related to a continuous theme on making a guideline to desirable community reflecting historical and spatial characteristics of each region and needs of citizens, breaking away from uniform or authoritative planning. The purpose of this study is to establish roles of participants in Community Building, which is foundation for participatory Community Building to be a new guideline for urban policy, planning and administration as a major subject of local governments, and for a nation wide movement of citizens themselves. For the purpose a practical concept of Community Building is primarily made from analytical review of preceding studies and cases, and relationship between Community Building and general urban planning is involved. Secondly the analysis of problems which are exposed in the cases in Korea and Japan and the classification based on characteristics of various movements are followed. Each case is especially analyzed in two aspects, that are factors(institutional, financial and educational factors) and results(causes and limits of success). And these results are examined and proved by means of survey. Through the above this study concludes to a practical system for implementation of participatory and comprehensive approach to Community Building, including institution design, financial and educational methods.
