지역네트워크 형성과정에 대한 사례 연구

A Case Study on the Formative Process of Regional Network

그간의 네트워크 논의는 주로 관(官)의 시각에서 전문가중심, 결과중심이라는 데 문제의식을 갖고 민(民)주도의 자생적인 네트워크형성과정을 통해 네트워크의 실제를 검토해보고자 하였다. 이를 위해 부산시 해운대구 반송지역을 사례연구대상지로 삼았다. 연구에서는 지역네트워크형성과정에서 참여 주체들이 깨닫게 된 중요한 실천적 특성을 드러내는 데 초점을 두었다. 반송지역네트워크는 희망세상 주민조직화기, 교육정책사업 결합기, 지역화 추진기를 거치면서 발전적인 구조를 드러내고 있었다. 희망세상의 주민 조직화기는 희망세상의 교육 사업을 중심으로 지역연대를 모색하였으나 주로 이슈를 중심으로 결합되었다. 교육정책사업 결합기는 관(官)중심의 공동교육 사업이 운영되면서 전문가 중심의 네트워크가 추진되었다. 지역화 추진기에서는 그간의 축적된 지역적 역량을 기반으로 민(民)주도의 자생적인 네트워크 모델을 구축해 일상적 연대의 문화를 형성하고 있었다. 이러한 과정에서 드러나는 특성은 지역성, 자율성, 호혜성, 분권성, 실천학습의 순환성 등이다. 주민들의 실천적 참여를 통해 보여주는 네트워크의 특성은 지역주민의 삶의 편재된 실천학습을 이해하고 이를 기반으로 지역교육을 설계하는 데 시사점을 준다.

Up to the present, the discussion on the network has been carried out from the aspect of governmental agency, with specialists and main results as its center point. In this vein, the purpose of this study is to examine an actual state through the formative process of a civilian-oriented abiogenetic network. The study subject is Bansong area, Haeundae-Gu, Busan Metropolitan City. The study has focused on the important practical characteristics, and main participants realized them in the formative course of regional network. The regional network of Bansong area has shown a developmental structure as it has gone through a period of the civilian organization of hopeful world, the combination of educational policies, and the implementation of localization. In a period of the civilian organization of hopeful world, they groped after a regional coalition focusing on the education business of hopeful world at the outset, but they worked together with a certain issue. In a period of the combination of educational policies as a governmental agency-oriented common educational business has been pushed on and a specialist-centered network has been established. In a period of the implementation localization, a civilian-oriented abiogenetic network model has been built up on the basis of accumulated regional capability during that time and the culture of everyday coalition has been formed. The characteristics shown in the process were locality, autonomy, reciprocity, decentralization, and circulation of practical learning. These characteristics of the network which result from residents' practical participation have such implications as the understanding of the practical learning, which is widespread in the lives of residents and the design of regional education based on such understanding.
