Disaster Relief System in Korea: Problems and Tasks

이 글은 우리나라 재해구호체계의 현황과 문제점을 파악하고, 이를 통해 재해구호체계의 개선을 위해 공공부문과 민간 부문의 자원들이 어떻게 연계되어야 할지에 대해 논의하였다. 우리나라 재해구호체계는 국가 책임의 저열성, 민간 부문 활동들의 단편성 그리고 공공 부문과 민간 부문의 연계 부족 등의 문제가 있는 것으로 판단되었다. 특히, 구호조직들 간의 업무 및 활동 연계와 조정이 매우 부족하여 재해구호 활동의 효과성이 매우 떨어지는 것으로 판단된다. 이를 극복하기 위해서는 이재민들의 요구와 문제를 객관적으로 파악하고, 이러한 문제와 요구를 기반으로 하는 서비스 행정체계가 구축되어야 하며, 특히 구호조직들의 활동을 조정하고 연계할 수 있는 기능이 확보되어야 한다. 이 글의 결론 부분에서는 이를 위한 네트워크의 예를 제시하였다.

This article discusses how to improve the disaster relier system of Korea by coordinating and networking the resources of both in public and private sector. In order to address the tasks, the current situations and problems of Korean disaster relief systems were identified. The problems were; the low national responsibility, the fragmentation of private efforts, and the lack of coordination and linkage between public and private organizations active in disaster. The lowness of effectiveness of the disaster relief activities is due to the lack of networking and coordinating of the responsibilities, roles, and activities between the organizations. In order to overcome these problems, several tasks were addressed. First, the problems and needs of the victims are to be assessed, identified, and shown by the objective and scientific methods. Second, the disaster relief service administration system is to be restructured based on these needs and problems of the victims. Finally, the organizational function should be obtained for the coordination and linkage of the disaster relief efforts. The author suggested the example of the network of the organizations active in disaster of public and private sector.
