도시성장 전략으로서의 지식근로자 유치에 관한 연구

A Study on the Attraction of Knowledge Workers as an Urban Development Strategy: The Case of Daegu Metropolitan City

본 연구는 경제․문화․사회적 측면에서 대구의 지식기반경제 기반을 평가하고 발전전략의 방향을 제시한다. 지식기반경제에서는 지식근로자의 역할이 강조되므로 본 연구는 대구가 얼마나 지식근로자 친화 환경을 가지고 있는지를 객관적 자료를 통해 평가한다. 우리는 기업가, 지식근로자에 대한 심층면접을 통해 대구는 보수성과 폐쇄적인 사회적 분위기로 인해 지식근로자들을 유치하는데 경쟁우위를 가지고 있지 못함을 발견하였다. 지식근로자가 대구에 정주하고자 하는 의지가 없다면 지식기반 기업을 유치하는 것을 대단히 어렵다. 이에 대한 대응 정책으로 지역의 보수성 극복을 위한 프로그램, 지식인촌의 건설, 대학컨소시엄 구축과 젊은 지식인 교류환경 조성, 지식산업의 기반 강화를 위한 방안을 제시한다.

In this study, we evaluate the base of knowledge economy of Daegu Metropolitan City from the economic, cultural, and social perspectives, in order to derive policy measures. Since knowledge workers take a crucial role in the knowledge-based economy, we will use various data to assess how friendly Daegu city is to the knowledge-workers. We also conducted in-depth interviews for the knowledge workers and found that Daegu city dose not have tolerative social atmosphere to the new ideas, and as a result, has not succeeded in attracting creative workers into the city. Therefore, Daegu city may as well have difficulty in attracting hi-tech companies since the city has failed to retain a large pool of knowledge workers. To cope with the problem, we offer various policy measures, such as programs for more open-minded people, construction of knowledge worker's village, university consortium, and transformation of regional economy to knowledge-economy.
