다기능 정규성인학습대학으로서 평생교육원의 재구조화

Restructuring a Lifelong Education Center into the Multi functional Adult Learning College within the University

본 연구는 학력취득기관으로서 평생교육원의 재구조화 방안을 탐색하기 위하여 미국과 한국의 대학평생교육을 비교하고, 성인학습대학의 모형을 탐색하고자 하였다. 구체적으로는 먼저 미국과 한국의 대학평생교육체제를 비교하여, 그 시사점을 도출한 후, 한국의 대학평생교육원을 정규학력취득기관인 종합대학교의 성인학습대학으로의 전환방안을 모색하였다. 대학평생교육원을 다기능 정규성인학습대학으로 전환하기 위해서는 성인단과대학으로서 ‘성인학습대학’ 설치를 위한 정책적 고려, 성인학습대학의 성인학생의 자격과 종류, 성인학습대학 설립을 위한 교학행정 지원, 성인학습대학의 설립ㆍ운영을 위한 제도적, 재정적 지원, 전문프로그램 개발 및 보급을 위한 연구소 운영, 학점은행제의 존속 및 유지발전, 대학의 노인교육프로그램 개발 및 운영, 관ㆍ산ㆍ학 연계협력 주문형 전문직업특화 프로그램 개발 및 운영, 대외협력시스템(Outreach System) 운영, 원격교육형 대학평생교육의 활성화, 다기능 정규성인학습대학의 조직구조 모델 등을 제시하였다.

This study is to explore strategies for restructuring an university based lifelong education center into the multifunctional adult learning college within the University by comparing and analyzing a continuing education center in the US with a lifelong education center in Korea. The strategies for transforming the lifelong education center into the multifunctional adult learning college are as follows: First, a lifelong education center should be a college with an educational attainment system for adults. Second, adult's standard and age for entering in the adult learning college should be regulated by law. Third, the establishment and management of the adult learning college should be institutionalized and supported by the government. Fourth, research institute for development of professional programs should be established by adult learning college of each university. Fifth, the credit bank system should be sustained and operated by the adult learning college. Sixth, programs for the elderly should be operated by the adult learning college. Seventh, special and professional programs by networking between the government, the corporations, and the university should be developed and operated by the adult learning college. Eighth, the outreach system for regional lifelong learning should be established and operated by the University. Ninth, the cyber system for activating a university based lifelong education should be provided to the adult community. Lastly, the multifunctional adult learning college should within the university.
