다문화사회 담론 및 정책 분석을 통해 본 평생교육의 과제

The Analysis on Multicultural discourses and policies and Roles of Lifelong Education

본 연구는 다문화사회로의 전환이 진행되고 있는 우리 우리사회에서 다문화주의와 평생교육과의 관계 및 역할이 무엇인지를 탐색해보고자 하였다. 이를 위해 본 연구는 가장 먼저 다문화주의와 관련된 다양한 담론을 분석하여 다문화에 대한 개념적 정리를 시도하고자 한다. 이어 우리 사회의 다문화 정책을 유형화하기 위해 제도적․문화적 권리 보장이라는 두 가지 기준을 설정하여 유형화의 틀을 제시하였다. 이 유형화의 틀에 비추어 보면, 현재 우리 사회에서의 다문화주의는 이념적으로는 다양한 가치와 문화가 공존할 수 있도록 제도적․문화적 권리의 평등을 추구하지만, 실질적인 차원에서 실행되고 있는 다양한 다문화관련 정책 및 프로그램들은 ‘관주도형’ 다문화주의로 주류사회에 대한 일방적인 ‘적응’과 ‘동화’에 초점이 맞추어져 있다고 분석하였다. 마지막으로 본 연구는 다문화주의, 다문화교육, 그리고 평생교육 사이의 접점을 모색하며, 이들이 궁극적으로 추구하는 사회적 가치를 공유한다고 분석하였다. 이를 토대로 다문화사회로의 전환에 대비하기 위한 평생교육의 새로운 연구과제와 실천방향을 제시하였다.

Recently Korean society is and will become more multicultural society. The purpose of this study is to investigate roles of lifelong education in multicultural society. To achieve this purpose, this study tried to analyze and understand discourses of multiculturalism at first. After that, I analyzed what kinds of policies are conducted in Korea and presented the systemic right and cultural right as criteria for typology of multicultural policy. As a result, Korean society pursue the social equality for cultural and ethnical minority in systemic and cultural right, but, in reality, most multicultural policies are oriented by central government and focus on 'adaptation' and 'assimilation' to major cultural groups. Based on these analyses, this study tried to find how multiculturalism, multicultural eduation and lifelong education can be related with each other and argued that they share social value and blueprint for future society. Finally, this paper proposed what lifelong education should do in multicultural era.
