가출청소년 대상 성범죄 피해에 대한 경찰의 선도 방안에 관한 연구

A Study on the Guiding Measures of the Police against Sexual Crimes Involving Runaway Juveniles

청소년의 개념은 다양한 의미로 해석된다. 유아기에서 성인기로 접어드는 시점에 있는 사람이라고도 하고, 완성된 자아를 발견하기위해 개인적 인성을 형성해 나가는 사람, 육체적ㆍ정신적 2차 성징을 가지고 사춘기를 거치고 있는 사람 등 다양한 의미를 가지고 있다. 청소년의 이러한 특징을 규명하기 위해 사회학적, 생물학적, 사회생물학적, 심리학 등 많은 학문들이 다양한 접근으로 현재까지도 연구가 활발히 진행 중에 있다. 이러한 연구에서 올바른 인성을 형성해 나가고 비행과 범죄를 저지르지 않게 하는 중요한 역할을 담당하는 것이 가족구성원의 지속적 관심이라는 공통적인 견해를 가진다. 그러나 가출청소년의 경우 지속적 관심과 그릇된 행동에 대한 감독의 영향권 밖에 있고, 육체적ㆍ심리적 미완성된 상태의 불완전한 가출청소년은 비행과 범죄의 유혹이나 범죄에 노출되기 쉽다. 가출청소년은 경제적으로 약자이며, 신체적·정신적으로 의지할 수 있는 곳이 거의 없는 실정에서 주·식 등의 제공을 미끼로 유인해 성폭행, 성추행, 성매매 강요 등 범죄에 대한 가출 청소년 대상 성범죄가 늘고 있다. 이에 따라 가출청소년을 대상으로 한 성범죄를 방지하기위한 방안을 모색할 필요가 있다. 경찰과 가출소년을 둔 가족, 국가기관은 가출청소년을 대상으로 한 범죄를 예방하고 피해자에 대하여 구제함으로써 미래를 이끌어갈 청소년을 올바른 인성을 확립하기위해 원조해야 할 것이다.

The concept of juveniles is interpreted in a variety of ways. They are referred to as person who standing on a transitional turning point from infancy adulthood. They are also viewed as person in the process of forming personality to find perfect thing themselves. Futhermore, they are going through the adolescence with physically and spiritually secondary sex characters. Studies are actively made from multidisciplinary areas, like sociology, biology, socio-biology, psychology and so forth to shed light on these features of young adults. These studies hold the common opinion that family members' constant interesting plays are significant role. it is helping to young people build good personalities and prevent them to committing delinquencies and crimes. But runaway juveniles are placed beyond the influential boundaries of constant interesting and supervision. also they are likely to be exposed to juvenile delinquencies so high, and temptation of crimes or just the crime. Because they put on immature condition physically and psychologically. Now that runaway young people are economically weaken and bereft of shelters to psychologically and spiritually fall back on. Involving sex crimes, young people are on the rise: Bad adults take advantage of their weakness and commit crimes including sexual violence, sexual assault, and prostitution coercion. Therefore, it is necessary that the measure should be worked out, in order to prevent runaway juveniles from falling a prey to sexual crimes. The polices and families which young adults and national agencies should do their best to prevent involving crimes from runaway juveniles being committed and to rescue juvenile victims as a vehicle for building the upright characters of young people who will lead the nation in the future.
