특수학교 평가문항이「장애인 등에 대한 특수교육법」을 근거로 구성 될 경우, 학교평가는 더욱 더 특수교육활동 수행 정도를 실질적으로 평가해 낼 수 있다. 본 연구는 광주광역시교육청 특수학교평가 공통지표가 장애인 등에 대한 특수교육법 정신을 어떻게 구현하고 있는지를 살펴봄으로서 향후 특수학교교육발전을 꾀 하는 평가가 이루어지도록 하고, 더 나아가 특수교육의 발전적 방안을 모색하기 위해 수행되었다. 연구의 목적을 효과적으로 달성하기 위해 연구 문제를 다음과 같이 설정했다. 1) 우리나라 학교평가의 역사와 특수학교 평가의 법적 근거를 알아보고, 2) 일반학교와 특수학교평가 공통지표의 차이점을 살펴보며, 3) 특수학교 평가지표가 장애인 등에 대한 특수교육법 정신을 어떻게 구현하고 있는지를 분석하였다. 연구결과와 논의는 네 가지 평가 영역별로 제시되었으며, 마지막에 향후 특수학교평가가 발전적으로 실시될 수 있도록 몇 가지 보완 방안을 제언하였다.
When questions for evaluation of special schools are presented according to 「the Law of Special Education for Disabilities」, schools can evaluate performances of special education activities more practically. So, this study aims to examine how common evaluation indexes of special schools presented by Gwangju Education Office have been realized and based on the results, will present effective directions for special school evaluation. This study set the questions to achieve goals of special education as follows: 1) to identify history of school evaluation in Korea and legal base of special education schools for disabilities; 2) to examine differences between common evaluation indexes of normal schools and special schools; and 3) to analyse how the spirit of special education law for disabilities has been realized. The results and discussion of the study are presented with four different areas and this study gives suggestions for effective implementation of future evaluation.
