국가위기관리훈련 발전방안 연구

A Study on the Advanced National Crisis Management Training

이명박 정부 출범 후 정부 조직개편을 통해 국가 위기관리 기능을 통합하고 업무수행과정을 단순화·체계화시켜 조직의 시너지(synergy) 효과의 창출기반을 마련했다는 의미와 상징성에도 불구하고, 전쟁, 재난, 테러, 전염병 등 다양한 위협 대비훈련은 여전히 분산된 체제를 유지하고 있어 한정된 인력,예산낭비는 물론 훈련의 중복과 참여 미흡으로 효율성을 저하시키고 있어 법적·제도적으로 개선이 요구되고 있다. 따라서 본고에서는 국가 위기관리 훈련의 효율성을 제고하고 위기대비 능력을 향상시키기 위해 몇가지 제안을 하고자 한다.먼저 일원화된 국가 위기관리 훈련실시 근거로서 단일화된 법이 제정되어야 한다.두번째는 교육훈련 관리체계를 적용하여 계획-준비-실시-통제/평가 단계가 연계되고 또 순환(feedback)될 수 있도록 지속성과 안정성이 보장되는 체계 정립이 필요하다. 셋째, 전·평시 국가 위기관리 훈련이 분산되어 실시되는 현 훈련체제를 하나로 연계·통합하여 강도높고 집중적인 훈련을 실시하여 효율성을 제고할 수 있도록 가칭“국가 위기관리 종합연습”체제로 패러다임(paradigm)을 변환해야 한다.마지막으로, 국가 위기관리 훈련 전문가 육성을 위해 국가 차원에서 위기관리 전문대학이나 연구원 등을 신설하거나 민간대학과 협력하여 전문인력을 양성하도록 해야 한다.

This article is to study the national crisis management training coincide with comprehensive security environment. Today, we live in places at risk or crisis of military threats, terrorism, disease and disasters etc. When the crisis happen to suddenly, ours rapidly effective reaction is very important Because The Nation does have to responsible guarantee a national sovereignty and People's safe life. For reasons of that, we had been trained National Crisis Exercise & training as UlGI Exercise, Civil Defense Training, and Safe Korea Training etc for the past 40 years, but we can't satisfied about the training result. Therefore I think that our National Crisis Management Exercise & Training paradigm need to change and development. for that reason, I had been research about the National Crisis Management Exercise&Training System. I would like to propose the discourse level of some ideas in this article. First, A unified law have to enact because of support the integrated National Crisis Management Training. Second, To build up the Training Management System. Absolutely training's Plan - Preparedness - Execution - Control & Evaluation phase does have to linkage and feedback in all Crisis Management Exercise &. Training. Third, To prepared peacetime and wartime Crisis Management Exercise & Training ought to integrate the type of one-source multi-use. also National Crisis Preparedness Resources have to manage integrated management system and to transform the interchanged use system. Last, in order to educate the professional crisis training manager, Government ought to establish the crisis management special college and research center as soon as possible. consequently, when did it satisfy my proposal, our National Crisis Management Exercise & Training will display the effectiveness and water-tighten proaction function against the comprehensive threats and crisis. We need to transform National Crisis Management Exercise & Training Paradigm.
