민간경비원 자질향상을 위한 제도적 개선과 교육훈련 강화방안

급변하는 사회 속에서 발생하는 각종의 범죄를 경찰력으로 모두 해소하기는 불가능 하다. 따라서 민간경비의 도움이 필요하다. 이러한 민간 경비의 필요성은 범죄예방에 있다. 그러나 사실상, 경찰보다 낮은 전문성으로 인해 민간경비산업 및 민간경비원은 시민에게 신뢰를 받지 못하고 있다. 따라서 아래와 같은 방안으로 교육훈련과 제도적 개선으로 신뢰를 회복하여야 한다. 첫 번째로, 민간경비업무 및 민간경비원에 대한 교육훈련의 목적이 명확하여야 한다. 두 번째로 민간경비원의 교육훈련에서 민간경비원으로써 자격이 검증된 인원만을 대상으로 교육할 필요가 있다. 즉 선발을 강화하여 양질의 인력을 형성하여야 한다. 세 번째로, 실질적인 경비의 교과목 조정이 있어야 한다. 이와 더불어 민간경비원의 교육 및 인사에 대한 평가시스템을 개선하여야 하며 마지막으로 민간경비요원의 재교육시스템을 구축해야 한다.

It is impossible for the police to control and clean up all the kinds of crime which come about in our rapidly-changing society. Accoding to necessity are Security service. But, These Security service are to crime-preventative. practically, police is caused by with low-end professionalism and cannot be trusted cannot is in the citizen. Consequently, with trust for a recovery the Education/Training for institutional Strengthening must become accomplished. First, the Security Personnel education objective does to be accurate. The second, education must become accomplished only qualified as Security Personnel in the object. third, Security subject does to become accomplished. Next, executes the record evaluation which is strict. Last it is to make the Security Personnel system which repeat executes an education.
